You're comparing office developments to residential developments. Not really the same thing.

The fact that my examples weren't the best (they were simply the first that came to mind) doesn't take away from my overall point, that point being having tenants lined up doesn't matter if the developer is poorly managing (or is uncapable of managing) the project.
A better example actually would be West End Summit in Nashville. Both Intercontinental Hotels and HCA had committed to the project, but the developer (Alex Palmer) keep delaying and delaying and delaying for whatever reason. This went on for years (it was proposed in 2008) and they both evetually backed out and the project went nowhere.
