1pm news said it was work being done in the manhole by a private contractor to remove asbestos.
Manitoba Hydro has had a private contractor doing this for the last few years as part of their workplace health and safety program according to stuff filed to the PUB with their rate increase request.
There are a lot of old lead covered cables underground and as long as they are not touched they are OK. When moved the insulation breaks down and the result is an arc flash.
Toronto Hydro has has a lot of the same problem in the last few years with the PLIC style cable, and in one part of Toronto is spending a few million to change out the cables because each failure screws up the connections to Ontario Hydro.
