There is chance that the design will be slightly changed by new investor.
Taipei City Government is planning new bid for the tower. Investor will be allowed to change design of the tower.

北市捷運局於台北車站雙子星大樓聯合開發案預計明年3月進行第6次招標,開發經費至少要600億元以上,前5次因經費等條件因素流標,這次首度找保險業者合作,變相為投資者「融資」提高參與意願;外傳北捷將成立「物業開發管理」公司就是為了分杯羹,捷運局強調,將公平辦理招標,年底會舉辦招標說明會。
位於機場捷運上方、重慶北路兩側的雙子星大樓聯合開發案C1、D1兩基地,地上兩層高基底建築已完工,C1預計將加蓋為56樓高建築,D1則將新建76樓高大廈,但招標計畫受2013年弊案牽連,2014年由市府宣布暫緩執行,於明年才會重啟招標。

捷運局開發處長魏國華表示,先前5次招標都失敗,1次因景氣差沒人投標,2次都只有1家參與,但資格不符;第四次有4家投標,卻於能力、經費等評比成績不及格而失敗,第五次第一順位得標廠商未依規定時間匯入近19億元保證金,第二順位廠商遞補後,議約時無法符合要求而放棄不簽約。

捷運局主秘王偉說,雙子星未來是純商辦大樓,屬大型的國際標案,開發所需經費從600到900億元都有人粗估,空間預計包含挑高的國際會議廳、旅館、百貨商場及辦公室等設計。因用地除北市府及台鐵外,還有私人土地,10月初也將舉辦第一次地主說明會,整合契約規定的權益等內容。

王偉表示,雙子星案的投標者可找5個合作夥伴,由於國內保險業者資金充足甚至無處投資,若能促成合作挹注經費,將有效減輕有意願、有能力的潛在投資者融資難度及負擔,因此這次招標前特別請專業顧問公司協助與各大保險金融業者洽談合作,同時針對保險業者投資比例不得高過30%等限制,向金管會討論適度鬆綁中。

另外,台北捷運公司也參考日本、香港將成立一家股權25%,資本額5億的「物業開發管理」公司,進軍不動產開發案,透過外包等方式承攬設計營造及後續管理,藉此開拓額外財源收入,如今已送議會準備審議。

北捷事業處副處長黃清信說,雙子星案是重要的軌道聯開案,若議會同意成立,一定會進行評估確認是否參與,而公司初期只會針對北市內軌道相關聯開案的商辦不動產計畫,進行開發投資與後續管理,還不打算跨縣市或進軍一般商辦大樓。

針對北捷的「物業開發管理」公司也有意於雙子星案「參一腳」,魏國華強調,招標一定保持公平原則,也不會強迫投標或得標者必須與該公司合作;為讓潛在投標者更了解內容,12月底前將舉辦招標說明會,公布詳細資訊。

Cool. but everything take so much time. Always startung something next year, and after years still nothing is done.
I was really impress by the speed of the Nanshan plaza tower.
From the competition to the start of construction everything went so fast.
Of course it;s not the same scale as the Taipei twin tower, but the gouvernment should learn from private companies.

Taipei twin tower already launched bids 5 times for superstructure comstruction in past 10 years. Lack of investors is mian issue for this project. However, we even had corruption happened during the bidding.

今日某周刊報導富邦金控(2881)「大董」蔡明忠有跟台北市長柯文哲簽署投資備忘錄,共同投資總金額上看700億元的台北車站雙子星大樓,今日上午金控董事長蔡明興證實雙方確實有簽意向書,但還沒有簽正式合約,後續還要待公開招標過程,需要一段時間現在還早,他認為「台北雙子星有機會成為台北101之外另一個地標,對投資者而言應該相當有意義。」

總投資金額上看700億元的台北車站雙子星大樓,台北市政府確定將以最大地主身分主導開發,據周刊報導,急於扭轉反商形象的台北市長柯文哲,9月底應富邦集團董事長蔡明忠邀請出席亞洲企業領袖餐會,極力鼓吹企業投資台北;巧合的是,與北捷簽署投資備忘錄的投資夥伴中,富邦集團就名列其中。台北捷運公司擬透過轉投資籌組物業開發及管理公司參與投標,台北市議員徐弘庭日前在議會砲轟,北市府此舉形同球員兼裁判。

北捷高層說服柯P效法日本東京、香港鐵路公司開發車站的成功案例,成立物業開發公司跨足不動產經營,就算無法如願搶下雙子星,未來與民間企業異業結盟的泛公股公司,仍可跨足投資全台軌道建設車站,以及都會區的大型地上權開發案,以徹底改善北捷本業獲利面臨瓶頸的困境。 北市捷運局4月委託美商顧問公司仲量聯行,實際拜訪31家雙子星案的潛在投資人,其中只有不到3分之1表達參標意願,包括國內2家金控壽險、2家建設公司及國外3家地產開發商。

北捷公司日前公布,已與4家潛在投資夥伴簽署合作備忘錄,但未公布名單,且備忘錄的有效期限只到明年的3月31日。周刊指北捷為了掌握主導權,尋求合作夥伴以公股及泛公股企業為優先,在國內幾家金控公司中,最符合相關條件的就是北市府擁有13%持股的富邦金控。今日上午富邦金董事長蔡明興證實確有簽定一份意向書,但非正式合約,未來還需要經過公開招標等程序,還要很長一段時間,不過看好台北雙子星有望成為台北101之外另一台北重要地標,投資也有意義,意指對富邦金來說,台北雙子星案具有投資誘因。

Taipei Rapid Transit Corporation is looking to form Investment Consortium to bid Gate of Taipei Project next year. Fubon Group Chairman is confirmed the company is one of four companies has signed Letter of Intent for this investment.

Broker reports strong interest in ‘Twin Towers’ project

Life insurers, property developers and hotel operators have voiced an interest in a development project known as the “Taipei Twin Towers” near the Taipei Railway Station, Jones Lang LaSalle Inc (JLL), the international property broker tasked with organizing the auction, said yesterday.

The statement came after Fubon Financial Holding Co (富邦金控) chairman Richard Tsai (蔡明興) told a public function on Wednesday that his company had inked a letter of intent with the Taipei Department of Rapid Transit Systems (DORTS) to form a team and join the auction scheduled for next year.

The Taipei City Government, the largest land owner of the project site, intends to be a player this time through a property development proxy to be set up later.

The city government has drawn up a blueprint for the project, which has been the center of bribery scandals for the past 20 years, and is to announce bidding terms in March and pick a winner by the end of next year, JLL Taiwan managing director Tony Chao (趙正義) said.

The two mixed-use buildings are to have 76 floors and 56 floors respectively, in addition to four basements, with total development estimated to reach between NT$70 billion and NT$80 billion (US$2.32 billion and US$2.65 billion), local media reports said.

Winners do not have to adhere to former floor plans to make the project more attractive, Chao said, adding that the twin towers might have a total of 150,000 ping (495,867.8m2) of floor space.

The international consultancy has visited more than 30 prospective investors at home and abroad, including life insurers, property developers, private equity firms and hotel operators, he said.

Several firms have expressed a significant interest, he added.

The project is a meaningful venture as it might turn into another landmark like Taipei 101, local media quoted Tsai as saying.

The DORTS initiated the cooperation proposal, which would need more discussions and go through procedures before it can become formal, Tsai said.

The city government intends to follow counterparts in Hong Kong and Tokyo in developing properties near MRT stations.

Toward that end, the DORTS reportedly also signed letters of intent with Chunghwa Telecom Co (中華電信), Japan’s Mitsubishi Estate Co and East Japan Railway Co. None could be reached for comment.

Other potential investors include Cathay Life Insurance Co (國泰人壽), Nan Shan Life Insurance Co (南山人壽), Taiwan Life Insurance Co (台灣人壽), Shin Kong Mitsukoshi Department Store Co (新光三越百貨), Eslite Spectrum Corp (誠品生活) and Regent Hotels & Resorts (晶華麗晶酒店).

Taipei city is due to choose a winning bidder for the long-stalled Twin
Towers Project next year and J-L-L, the international property broker tasked
with the act, says the rent for those two skyscrapers will be impressive.

J-L-L manager Tony Zhao says the two skyscrapers, located next to the Taipei
Main Station, will have a total of 150-thousand pings of floor space.

He says examples like Nan-gang Railway Station and Song-shan Railway Station
have shown that stores and supermarkets in the stations are very attractive
to consumers.

Demand for office space within the stations has also been high, with
20-thousand pings of office space in Nan-gang station completely rented out
in days, and it's a similar situation in Song-shan station.

Zhao says the rent for the twin towers is estimated at 2-thousand 200 NT to
over 3-thousand NT per ping with a profit margin of at least 3-percent.

An investor presentation held by J-L-L for the 58-billion-NT project last
night saw representatives from 60 businesses attending, including insurers,
shopping center operators and hotels.

台北車站前雙子星C1/D1開發計畫緊鑼密鼓籌備中,壽險業者參與意願高,外資也積極備戰,繼富邦集團宣布參與後,在站前已擁有新光大樓的新光金控董事長吳東進昨(16)日表示,會參與投標陣營之一,但不會站在主導地位,看好雙子星蓋好後會同步帶動新光大樓附近發展與不動產行情。
總投資金額高達600~700億元的台北車站雙子星C1D1捷運聯開案,將在3月公告招商,展開第六度招標,初步規畫興建 C1、D1 兩棟大樓,分別為76層與56層,若真能蓋成將成台北西區新地標,將是2018年投資規模最大的招標案,目前已有30多組國內外大型機構和投資人投標。

富邦金董事長蔡明興日前受訪時明確表達對雙子星興趣,並說「將是很有意義的事」,之後也傳出晶華麗晶酒店集團董事長潘思亮與富邦集團董事長蔡明忠研擬組成合作團隊,參與競標等消息。國泰人壽發言人陳昭廷副總昨天表示,不管有無意願投標此刻都不便發表評論。

新光金董事長吳東進昨天在媒體餐敘中表示,台北雙子星蓋好對原本就在車站前的新光大樓周邊都會有帶動的效果,目前有許多機構組隊競標,新光金會參加其中一陣營,但不主導。他說,不主導是現在火車高鐵等主要交通路線的終點站都北移到南港去了,車站本身設計也有其限制,新光在站前已經有一棟摩天大樓,因此雖然會有合資對象組成陣營參加投標,但不打算主導競標。

不過,他看好雙子星蓋好後會同步帶動新光大樓附近站前商圈發展,吳東進說,現在新光大樓旁邊的大亞百貨一樓在五年前(2012年)被新光人壽以39億元標下,如今改建為新商場「新光未來館」今年5月就要正式開幕,目前已在招商最後階段。除了一部分作為新光銀行數位分行之用,也學習日本第一保險公司設立百貨內的新形態保險諮詢通路「保險小鋪」,僅占10~15坪大小,類似店中店,主要是提供諮詢與新商品推銷,是新型態的業務通路,商場其他面積會以餐飲為主,引入咖啡店、美食餐廳等商家,希望成為延伸新光三越之外的新商場,吸引人潮並帶來錢潮,提升相關租金收益。

新光人壽總經理蔡雄繼也透露,新光金看好南港軟體園區的發展,斥資41億元的新光南港軟體園區也將於9月正式開幕,其中九樓以上的40%面積將由老爺酒店進駐,而其餘50%、九樓以下規畫為一般商辦與科技軟體業辦公室,目前幾乎都已滿租,租金報酬率高達4%,初步估算一年可增加1.7億元的租金收入。

美國重量級私募基金Bainbridge Investment集團董事長兼首席執行官Nick Chini尼克表示,Bainbridge看好台灣的投資價值,計畫結合AI和AR等先進技術,參與競標「台北雙子星」;另外,台灣有很純熟的生技人才和技術、完整的健保和醫療體系,Bainbridge也將揮軍台灣的「大健康」產業。


尼克表示,Bainbridge評估台灣市場多年,決定在台布局三大主軸,除了競標國家門戶Taipei Twin Tower(簡稱TTT,台北雙子星)、進軍「大健康」產業,還計劃籌備在台成立AI Forum。以下是記者專訪的重要內容:

記者問:Bainbridge集團首度來台,就要競標投資金額高達新台幣600~700億元、但流標5次的TTT,是看到哪些機會點?

鎖定全球500強企業進駐

Nick回答:TTT不只是國家門戶、還會是海峽兩岸、東南亞和亞洲的重要樞紐,依台灣多年來累積的產業基礎和經濟實力,很有世界級門戶的潛力,相當具投資價值。據台灣合作夥伴評估,此次6度招標,已調整、放寬許多投標規定,Bainbridge未來得標TTT之後,目標會鎖定全球財富500強的一流企業來進駐。

問:Bainbridge還會尋求其他台灣本土企業組成團隊嗎?

答:Bainbridge背後股東,已有多家美國大型企業參與,此外還會引進亞洲和中東的主權基金參與。至於本土合作對象,目前正在物色中,若有更棒的企業加入團隊,當然更好。

問:台灣商用不動產市場競爭相當激烈,Bainbridge競爭優勢在哪裡?如何創造TTT更大的附加價值?

打造成數位娛樂科技城

答:其實台灣本土公司在商用不動產上,大概就是辦公、飯店、百貨或影城這幾種,不過Bainbridge擁有的軟硬體Knowhow和技術,是遠遠超越台灣本土的水準,是擁有國際級大型綜合開發計劃的眼光和實績。例如美國拉斯維加斯賭城大道的米高梅國際酒店集團MGM「CITY CENTER」城中城,近期還參與南韓仁川Global IP Theme Park總體規劃,還有總投資金額達180億美元的南韓Guri City World Design Center投資案,以及沙國大型造城計劃。

若成功拿下TTT,Bainbridge會讓台灣商用不動產呈現前所未有的爆發力和獨特性,例如以合作夥伴Fox和Sony來說,將可結合AI人工智慧(Artificial Intelligence)、AR(Augmented Reality)擴增實境,打造台北為數位娛樂科技城。不過,擔心競爭對手會仿傚,目前只能先點到為止。

問:除了TTT之外,你還看到台灣哪些投資機會?

將進軍台灣「大健康」產業

答:我們不只看到「台北雙子星」的房地產投資機會,還看好台灣的高科技產業、生技產業,因此計畫在台灣投入養生休閒醫療事業的大健康產業,這項計畫將可結合酒店、養生、養老、醫療、休閒、和全球主流趨勢「ABC」等軟硬體技術。

Improved sentiment last quarter boosts office rents

Office rents increased mildly last quarter while the completion of an upscale office building pushed up the vacancy rate, international property agency Jones Lang LaSalle Inc said yesterday.

Grade A office rents averaged NT$2,678 a month, a 1 percent increase from three months earlier, while vacancies rose 3 percent to 10.1 percent, according to the quarterly survey.

“The pickup in vacancy is no cause for concern because it had to do with the entry of an upscale office building in Taipei’s prime Xinyi District (信義) and will prove a short-lived phenomenon,” Jones Lang LaSalle associate market director Brian Liu (劉建宇) told a media briefing.

At issue is Nan Shen Plaza, which has 48 stories above ground and five below that offer 60,340 ping (199,471m2) of office space.

The new office complex is more than 80 percent leased without stealing a single tenant from the adjacent Taipei 101, the nation’s tallest building, Liu said.

Taipei is almost fully let with monthly rents climbing to NT$4,300 per ping on some floors, thanks to booming demand from firms involved in cryptocurrency mining, artificial intelligence and financial technologies, he said.

Take-up totaled 13,692 ping in the district last quarter, but lackluster showings elsewhere caused by relocations weighed on the overall performance, Jones Lang LaSalle Taiwan managing director Tony Chao (趙正義) said.

A major accounting firm moved to Nan Shen Plaza and pushed up vacancies at its former building, he said.

Average vacancy rates are soon to subside due to a lack of new supply in the next two years, while a stable global economy would continue to shore up leasing interest, Chao said.

The trend has led some firms to adjust their development plans from hotels to office space, he said, refusing to elaborate.

The improved sentiment would extend to commercial property auctions later this year following a soft first quarter, Chao said, referring to the bidding for the “Taipei Twin Towers” development project near Taipei Railway Station.

The convenient location would lend support to the project that has received close attention from potential participants in Taiwan and overseas, Chao said.

Westin Taipei to close by year-end

Leofoo Tourism Group (六福旅遊集團) said that its premier property, Westin Taipei (台北威斯汀六福皇宮), is to cease operations at the end of this year because it has failed to make positive earnings contributions for the past 20 years.

The group announced its decision on Tuesday after receiving notice from the property’s landlord, Cathay Life Insurance Co (國泰人壽), that the lease, due to expire on Dec. 31, would be terminated.

“We are grateful to all employees and customers for the past 20 years and will apply the experience and know-how we have learned to the group’s other hotel brands,” chief operating officer Lulu Chuang (莊豐如) said in a statement.

The high-end facility on Taipei’s Nanjing E Road had an occupancy rate of nearly 70 percent last year, with an average daily room rate of NT$6,387 (US$219), outperforming its local peers, Chuang said.

Despite the strong showing and assorted awards it has received, the hotel failed to make earnings contributions since its establishment in 1999, the statement said.

Westin Taipei has formed a task force to ensure the rights of customers would not be affected before the closure, it said, adding that it would continue to roll out discounts and promotions.

The group last month ended a contract to build an upscale resort hotel in Tainan.

Chuang last week said the group is seeking to restructure its finances this year in the hope of returning to profit next year.

Although Westin Taipei generated 39.74 percent, or NT$1.29 billion, of Leofoo Tourism Group’s annual revenue last year, it has been operating in the red, Chuang said.

Shuttering the lossmaking facility would not affect the company’s operations, but would free up resources for other endeavors, she said.

Apart from a slump in Taiwan’s tourism sector, the hotel has also been pressured by annual rental increases, leading to a net loss of NT$240 million last year, Chuang said.

In addition, Leofoo Tourism Group is facing NT$400 million in breach of contract penalties for its failure to meet dining revenue targets set by its landlord.

Cathay Life yesterday denied claims of rent increases.

The life insurer said that since the 20-year lease agreement with Westin Taipei was inked in 1999, the company had voluntarily cut the rent by 7.3 percent in 2004 in consideration of a SARS outbreak that year.

The rent was further reduced by 20 percent from 2009 to last year, the life insurer said.

Cathay Life said that it has committed significant resources to supply the land and build Westin Taipei, and that its leasing and profit-sharing arrangement are typical and structured to account for the risks it has taken on.

The life insurer, which is also a landlord to other hotels, said that it would renovate the 20-year-old property and seek new partnerships to improve asset utilization.

Is there any information related to Taipei Twin Towers project in this new?
Westin Taipei has operated for 20 years and they only had profit in two years. Considering number of new luxury hotel will open in next few years in Taipei, hotel market in Taipei is doing not bad. Taipei West Gate area is doing pretty well compare other areas in Taipei.
