This low fence is an accident waiting to happen. Bad design.
And such open stairs with no risers let the dirt fall down (= unsanitary = high maintenance, ask any janitor). Bad design.

Those stairs are from the Firestones' home so I imagine they couldn't make any changes to them for heritage purposes.

As Kevin mentioned, the staircase was saved from the Firestone House. It was incorporated, not designed. They did take into consideration your dissent by making the bottom new-build part of the staircase full and cordoning-off the space below the stairs. I agree they could have come up with a better solution than an ankle high fence.

Unfortunately there are strict requirements for visually impaired 'low headroom' guards, which the designer took literally in this case...

Usually these kinds of scenarios involve stairs against a wall. The art gallery stairs are an unfortunate layout...

I can't find a photo of it, but Ottawa City Hall has a set of stairs (right next to council chambers) with the same lil' nubbin'

Having said that, where the guy is standing, is that just un-useable space? In which case, that's not so bad.
