I not sure about a fourth floor pour yet as they were hoisting rebar to the fourth. Another truck of rebar waiting in the que.

Yes concrete can be poured in the rain if it is a light enough rain (like yesterday). If the rain is heavy it weakens the surface of the concrete and it breaks apart easily. The rain breaks down the surface where it has hit or pooled, making the concrete brittle. Later when the concrete has cured it breaks apart in very small pieces, this is called dusting.

not much progress over last week, probably due to the long weekend. But looks like another pour should happen in next 2 days.

I noticed that too. Not much difference from Design mind's pic to Surreal's pic. We should see some progress this week. soon they'll be above the podium and it will really get going.
