Some of the foundation work for this new tower was actually completed in the 1980's and 90's when the original Bay Adelaide was proposed.

This building is not U/C.

WhipperSnapper, who is the editor for the Toronto diagrams, has stated that notwithstanding the above rules, he considers excavation to be the start of construction for the purposes of the diagrams. He's laid out his reasons before, but I don't remember what they are or where he stated them.

The signs inside Bay Adelaide Centre state the foundation work on Tower 2 is ongoing. I should have taken a picture, I grabbed something to eat in the foodcourt, was planning to take a picture and got a call to meet me girlfriend uptown. Otherwise I would have got it.

Ya him and I have had that dispute before in the Canada section too. I lost that one, but the rules in the main section are fully spelled out and every city plays by the same set of them.

Really there is an argument either way but a line had to be drawn and it got drawn there.

Sorry to cause such a disagreement about this. I met it's not under construction in the main skyscraperpage forum for highrises because of the rules here.
I know that as soon as excavation starts, it's under construction in the diagrams and in the database.

This might be opening up a can of worms that shouldn't be opened, but why are there different rules for the thread discussions, and for the diagrams, as regards U/C? If a building isn't considered to be U/C "officially" in the main thread, then why can it be listed as U/C in the diagram section? Personally I don't care which rules are followed, but I do think those rules should be standardized across the board, and applied in all cases, not just some of the time.

I know the Reason for it not officially being. UC here is because there was an episode where a bunch of Dubai projects got cancelled and filled in while still excavating.

This looks like confirmation that the facade of the heritage building being demolished for the podium will live on as the new facade of the adjacent PoMo building.
