I am usually the
last person to speak out in favour of bylaws but Houston is just about the only city I know of that could have really benefitted from them. Look at how spread out that skyline is. Height bylaws would have ensured that skyscrapers all get built in the same general area instead of the way you see here-spread out all over the place. If Houston had a denser, more compact downtown, there would be absolutely no argument over which American city has the third best skyline after Chicago and New York. In fact, Houston has so many suburban towers that it might have even given the first two a run for their money!
