I read that article as well,

I thought the most interesting part was about how the building has only ONE EXIT. (an earlier exit, through the Arcade Building, was blocked over in the 1980s)

I'm struggling to understand the solution.
You can see what they're up against in this aerial. The back of the building (
617) is entirely hemmed in.
The article also says the building had a
"back exit to the street".
...So what street are they referring to..
..was there a street back there at one point in time?
