^^^It used to be for buildings over 700', but they've been easing the rules since we've got such a boom of mid sized and small buildings that the compilation is too cluttered.

I think it could come out pretty awesome if they buck up on the facade quality. And, as you mention, the urban planning elements are almost all spot on.
