Maybe Palm park will be rejuvenated when 35 is capped.

Palm Park will be rejuvenated as part of the Waller Creek improvements. Capping I-35 would just be the cherry on the top for Palm Park's connectivity.

The majority of the Cesar Chavez frontage is exit stairs and elevators for the conference spaces. There is an area that appears to be restaurant related at the corner of Red River.

I theorize that I-35 won't be capped until most of our cars are self-driving and traffic is more predictable. You can't take one of the main interstates out of commission like that without a bit more predictability. Also, the toll road should be made free during this time.

Not saying that this is a catch-all solution by any means, but 183 will (should) be up and running by that time as well...and all of the 71 construction should be finished from I-35 to at least 183, right?

Edit: I don't intend for this to turn into a discussion of transportation woes in Austin, by the way...

This building that is currently being built in Kuala Lumpur looks a lot like an old version of the Fairmont Austin before it was shortened. What could have been...

Contractor building Austin’s Fairmont hotel files $27 million lawsuit

Gary Dinges American-Statesman Staff
5:40 p.m Thursday, March 9, 2017

The general contractor building what will soon be Austin’s largest hotel has filed a lawsuit seeking at least $27 million in damages against a subcontractor that allegedly caused the project to fall behind schedule.

That hotel, the 1,048-room Fairmont Austin, at 101 Red River St., is supposed to open Aug. 9 and its developer says that will still happen, despite the looming court battle.

In documents filed in U.S. District Court in Austin, Hunt Construction Group Inc. accuses Cobb Mechanical Contractors Inc. of not providing enough workers to keep the construction of the 37-story tower on schedule.

In addition, some of Cobb’s work was reportedly subpar, according to Hunt.

Interesting? Was curious to know why it was taking them so long in getting the spire erected.

The subcontractor being sued is an electrical & plumbing subcontractor. The sub, Cobb Mechanical, has nothing to do with the spire.

Also, when the project was falling behind, Hunt (the GC) went forward and hired another sub to fix and complete Cobbs work in an effort to keep the project on track for an August 2017 opening.

Hunt claims it notified Cobb’s representatives on multiple occasions that they were behind schedule before finally moving in November to partially terminate its $31 million contract with Cobb, which had been tasked with handling mechanical and plumbing systems for the luxury high-rise
That being said, you're probably right about this:
