Sanitary Pressure Testing

Developers been having problems doing the sanitary pressure test and blowing the caps on cleanouts with 100 pound blocks on the top and duct tape around the seams (yes the calculations are correct). Does anyone have a quick and simple solution to this? Lateral is typically 5" with an 8" cleanout. I am actually starting to feel bad for them as there is a 1200 unit subdivison in just a few phases. Anyways, feedback would be great! Cheers.

Typically, a hefty individual (read as morbidly obese) filled with a mixture of poor quality but highly caffeinated liquid combined with large quantities of Taco Bell (c) burritos, shopping mall sweet & sour chicken balls and a 18-piece bucket of KFC can perform the required pressure test within 2 hours.
