Everyone does.
But even if it's not, 1300 feet places it approximately 400 feet above the top of the Chrysler building. For better perspective regarding it's bulk, take a look at ESB from the north or south, and realize that the roof sans the major setbacks will be a solid 200 feet taller than the tallest point on the ESB below the spire.
That's seriously tall, and will have a visual impact similar to 1WTC and 30HU, which is to say, tremendous.
