I believe it has to be in the teens or low 20s for an extended period with wind to kill most palms. We have lots of low 20s in Austin and sometimes teens, and we rarely lose any of ours. Most in Houston were lost in 1983 and then again in 1989. But it's so unusual to have such extreme temperatures that I think it's safe to plant them on a widespread basis, although it should be accepted that occasionally they will have to be replanted. I do love the use of palms in Uptown, which is what gave me the idea that the bare pedestals near Billiton could be spruced up with some palms.
Looking forward to seeing a completed Billiton. I look at the web cams of that area every day.
