Mysterious ground prep on Oracle land (Riverside)

This lot at 1300-1400 Tinnin Ford is owned by Oracle- 2.6 acres - and is having group prep with pipes put into it. However, I haven't found any site plan or other development associated with this level of work. I don't know what these pipes are for. Does anyone else recognize this type and their purpose? I believe this lot can be zoned up to 160 feet and would be the south "entrance" for the fully built out campus complex, just a block off Riverside.

This looks like the parking lot that will be associated with the "Lakeshore Apartments Phase II" plan. Seems like Oracle will be adding more apartments to the already existing lot to the east.
