Could just be the confines of the space. The SHoP tower on 57th took a long time to get out of the ground as well, and they don't have to deal with the narrower network of streets downtown to get materials to. Plus it appears to have undergone some design changes, which may have delayed things a bit as well. But it appears to be popping up above street level, so may start to ramp up from here on out.
