I would guess the overall network is definitely way busier than Toronto's overall network, but on a single highway to highway comparison it's probably a closer match.

to compete with the 401 you definitely need over 8 through lanes like the highway depicted. 12+ lanes at the minimum, its simply not possible to move 500,000 cars a day through an 8 lane highway.

The New Jersey Turnpike is a 12 lane highway with a 3x4 setup.

Highway 401 in 1959 at Meadowvale Road. Today this same stretch of highway is 14 lanes wide and has an AADT of over 240,000.

I'm always surprised that the I-290 and I-90 (Eisenhower and Kennedy) in Chicago can top out at right around 200,000 on just 6 lanes built back in the 60's.

Also that the Kennedy north of downtown can handle over 300,000 cars on a 4X4 with 2 reversible lanes in the middle, or 10 total.
