It's built beyond the existing park's north boundary, but I assumed the park would expand out enough to surround it. That's how they brought Wicked into the park a few years back--built the massive thing to the west, then expanded the park around it. Figured that'd do the same for the new one.
As for things like the Catapult and the Skycoaster (I've done the Skycoaster...holy crap never again never again), it makes sense there's an additional fee. They can only accommodate two riders at a time, it takes at least three employees to get those two riders into position and operate the equipment...it's not a roller coaster. If they did the additional fee for a coaster, that'd be a big departure from how Lagoon (and Six Flags, and other parks) run things. If anything, they'll jack up one day admission prices another ten bucks to cover it.
