There’s an article in today’s (Sunday Oct 26th 2019) SF Chronicle; Bay Area section about architect Jeanne Gang; her vision and her other Bay Area projects. Briefly, in the article it notes that the idea behind the twisting is to create a more sustainable space.

This project stands out and is as much art as architecture in that it gets people talking.

I like it. When there's an Earthquake it will be hard to tell if it's damaged or not though.

OK, now we have most of a sidewalk on the east side



so we can start to get an idea how it meets the street on that side

Great shot! This is one of the more complex/chaotic of the twisting designs around the world, primarily because the fenstration/relief of the facade is not consistent, which most twisting towers employ. In this case, it kind of works. It's complex and chaotic - like a lot of life is right now (and always) - but constrained within an organized mass.
