I think this is a medium capacity line. Does this train use a 3rd rail or catenary power system?

There seems to be a lot of lightrail and medium capacity metro lines under construction in Taiwan at the moment.

Taipei, April 2 (CNA) The deadliest accident involving a Taiwan Railways Administration (TRA) train in the past 40 years had left at least 50 dead in eastern Taiwan as of Friday, with 144 individuals injured, the transport ministry said that day.

As of 6:30 p.m., 48 passengers, including one French national, as well as the train driver and his assistant, were killed when the Taroko Express train on which they were traveling slammed into a crane truck as it was entering the Qingshui Tunnel in Hualien County, said Wang Kwo-tsai (王國材), deputy head of the Ministry of Transportation and Communications (MOTC).

Another 144 passengers were injured in the accident, which occurred at 9:28 a.m., Wang said.

Truck fell onto track less than 2 minutes before fatal train crash

Taipei, April 6 (CNA) The Taiwan Transportation Safety Board (TTSB) has deduced that the fatal collision between a Taroko express train and a crane truck on April 2 occurred less than two minutes after the truck fell onto the track near the entrance to the Qingshui Tunnel in Hualien County, eastern Taiwan.

The organization, which is independent of the government, announced at a presentation in Taipei Tuesday the findings of its investigation into the accident that killed 50 people and injured over 200.

Its results were based on data and video chips retrieved from the train's drive recorder and its automatic protection and control and management systems.

TTSB Chairman Young Hong-tsu (楊宏智) said that from this data, the board found that excavators and crane machines were operating at a construction site above the scene of the accident before it occurred at 9:28 a.m. last Friday.

Video images show that a crane truck was running down an incline at the construction site when it ran off the dirt road at a turning point, where it got stuck in the roadside bushes and its engine stalled. The vehicle then slid down to the railway track below, Young said.

Hualien, April 7 (CNA) The final carriage of the Taroko Express train involved in a deadly crash on April 2 that left 50 people dead and more than 200 injured was removed from Qingshui Tunnel in Hualien County late Tuesday.

The first carriage of the eight-car train, which crashed into a maintenance truck that had fallen onto the tracks and then derailed and slammed into the wall of the tunnel, was hauled out from the tunnel by an excavator at 10:52 p.m.

As it emerged, a large portion of the front left of the carriage, running from the nose to behind the driver's compartment, could be seen missing, apparently shorn off by the impact of the collision.

The Legislative Yuan’s Transportation Committee yesterday passed a motion to form a task force that would require the Taiwan Railways Administration (TRA) to turn in all documents related to the derailment of the Taroko Express No. 408 in Hualien County on Friday last week.

The committee passed the motion and several other resolutions related to the derailment after briefings by Minister of Transportation and Communications Lin Chia-lung (林佳龍) and TRA Acting Director-General Chi Wen-chung (祁文中) about the crash, which killed 50 people and injured more than 200.

Lin and Chi had been at the crash site since the incident to facilitate rescue and restoration work.

Article 45 of the Law Governing the Legislative Yuan’s Power (立法院職權行使法) authorizes the branch to establish a document request committee or an ad hoc task force to request information from government agencies in specific cases.

The TRA within three days is to submit to the task force all documents pertaining to contractors that operated at the site of the derailment in the past five years, including their plans to respond to damage caused by natural or occupational incidents, and to ensure that rail services would not be disrupted, the motion said.

New evidence suggests driver sought to retrieve truck before crash: source

Taipei, April 8 (CNA) Newly surfaced evidence suggests that Lee Yi-hsiang (李義祥), the driver of the crane truck that caused the deadly train crash on April 2, tried but failed to maneuver his truck from where it had got stuck in roadside bushes shortly before the accident, according to a source with knowledge of the investigation.

The official, who spoke on condition of anonymity, said Thursday that based on new evidence, Lee had tried to extricate the truck with an excavator.

The official, however, declined to confirm whether Lee's failed attempt was what caused the truck to slide down an incline onto the rail track, where it was hit by an express train, saying only that the attempt was a key focus of the investigation.

The Executive Yuan favors corporatization, but not privatization, of the Taiwan Railways Administration (TRA), following the model of Chunghwa Post Co, which remains a 100 percent state-owned company under the Ministry of Transportation and Communications, sources said yesterday.

The issue of reforming the TRA has come to the fore again after a fatal train crash on Friday last week in which 50 people were killed and more than 200 were injured.

Premier Su Tseng-chang (蘇貞昌) on Thursday pledged to speed up the TRA’s restructuring.

How to make train rides safer, resolve the agency’s deficit and raise its efficiency are key issues that would determine what operational model it should adopt, sources said.

There are no plans at present to turn the TRA into a company, Minister of Transportation and Communications Lin Chia-lung (林佳龍) said on Thursday, adding that the agency must first undergo an organizational restructuring before the government would consider corporatizing it.

Transport minister to step down on April 20: Cabinet

Taipei, April 15 (CNA) Premier Su Tseng-chang (蘇貞昌) has approved the resignation of Minister of Transportation and Communications Lin Chia-lung (林佳龍) after a deadly train crash in eastern Taiwan earlier this month, the Cabinet spokesman said Thursday.

Lo Ping-cheng (羅秉成) said in a weekly press briefing that Lin's resignation, tendered on April 4, will take effect on April 20.

Lo gave no indication as to who will take over Lin's position.

The government should stop all railway projects and allocate funding to rebuild the Taiwan Railways Administration (TRA), a transportation expert said in a meeting of the legislature’s Transportation Committee yesterday.

The committee held a public hearing to explore ways to reform the agency after Taroko Express No. 408 on April 2 crashed inside a tunnel in Hualien County after slamming into a crane truck near the tunnel’s entrance, killing 49 people and injuring 244.

Several transportation experts were invited to share their views, with some of them having been previously recruited by the Executive Yuan to examine the TRA after the derailment of a Puyuma Express train in 2018, which killed 18 people and injured 215.

“The situation facing the TRA today is the result of a wrong government policy that has been implemented for 30 years, which has prohibited the agency from raising the ticket price for more than two decades,” said Anne Chung (鍾慧諭), deputy director of Feng Chia University’s Innovation Center for Intelligent Transportation and Logistics, who was from 2014 to 2016 Taipei Department of Transportation commissioner.

The agency has accumulated losses of NT$430 billion, of which more than NT$100 billion was caused by an old pension system, she said.

More than 100 people have been questioned in connection with a Taroko Express train crash in Hualien on April 2, Hualien Prosecutor Chou Fang-yi (周芳怡) said yesterday.

The remarks came in response to criticism that slow progress had been made in the investigation of the incident.

Chou denied that there had been complaints from Taiwan Transportation Safety Board officials, who, according to local media reports, allegedly said that the slow investigation had allowed suspects to coordinate ahead of being questioned.

The main suspect, Lee Yi-hsiang (李義祥), the driver of a crane truck that fell onto the track and into which the train crashed, and his Vietnamese assistant, Hoa Van Hao, had been placed under judicial detention, Chou said.

More work was needed to identify a person in surveillance video footage who is seen standing near the tracks ahead of the incident, he said.

7 indicted in Taiwan's deadliest train crash in decades

Taipei, April 16 (CNA) The Hualien District Prosecutors Office on Friday indicted seven individuals for offenses related to the Taroko Express train crash on April 2 that killed 49 people and injured more than 200 others, the deadliest train accident Taiwan has seen in seven decades.

Lee Yi-hsiang (李義祥), the driver of the crane truck that fell onto the track just a minute before the train crashed into it as it was entering a tunnel, was charged with negligence causing death, according to a press release issued by the district prosecutors office.

Also indicted on the same charge was a 26-year-old Vietnamese migrant worker Hoa Van Hao, who worked for Lee.

According to investigators, Lee was working on a slope stabilization project next to the track that day when his truck accidentally slid part of the way down a slope and got stuck amid some bushes.

He used a strap to tie the truck to an excavator, then tried to use the excavator to pull the truck up, but the strap broke, causing the truck to roll down to the track near Qingshui Tunnel in Hualien County. Hoa helped him during the process.
