I don't see what the deal is? There is prostitution in every city. Why? Because there is a market that demands it and there always will be. There will always be at least one person out there in the city of Winnipeg that is willing to pay for such services, almost regardless of the cost, and there will most likely be someone out there that will be willing to provide such services despite the legal implications.
Unless you are willing to pay much higher taxes for a complete overhaul of city-wide surveillance and policing staff, you won't see much of a change. A crackdown on prostitution just results in a shortage of supply, which means price will go up, which in turn means more players entering the market to take advantage of the higher profit that can be made.
There is no argument to whether prostitution does or doesn't exist. It happens in all large cities, in essentially every country. Sex doesn't "cost" anything but yet money can be made off of it. Unfortunately for some, it's a temporary, viable solution to financial hardship.
Not every person on the street corner is a prostitute, and I would argue it isn't fair to classify them like that, especially from a distance such as a computer screen.
We can all agree that there are rough areas in the city, and there are some better off areas. However, it's not our place to directly stereotype people simply because they reside in a certain area. That's like stereotyping those that live on a reserve. Yes, I am guilty of it often, but it doesn't make it right whether it's true or not.
So we can stop arguing now, yes?
