I wouldn't worry that much about Irene. 1 WTC was designed to withstand winds very easily.

Now that one crane is gone, they can just let the other one weather-vane in the wind without fear of it hitting the other's boom.

I wouldn't have thought the crane boom removal was necessary. I figure wind load for towers on occasion and it seems like that crane should be rated for way more than any hurricane breeze could cause.
I considered the remote possibility that I'm simply not as smart as I thought I was, but dismissed it as ridiculous.

^^^ High winds in Taipei tore the tower crane off Taipei 101. I'm sure you're right, but they just cannot take any chances.

As I said before, they have to let the cranes "Weather-vane" during high winds. They are strong enough to withstand the winds but normally there is one crane on top of a building. When you have two in such close proximity, they can't both just swing in the wind, because one will hit the other. That is why they took the boom off only one crane.

Yesterday I've watched all parts of that video RISING Rebuilding Ground Zero.(thanks for sharing screen shoots here) It's really hard and risky work there...But those builders really proud of what they do. Now I'm 18, my university of architecture just around the corner and the video like this really inspires to be a part of something huge, to love a job which you could be proud of the achieved results.
Can't wait to see the finish of the construction! Damn, it's gonna be cool to visit that museum of 9/11 and get the feel how was there at that day...
