Isn't Capitol Tower the building that has been put on hold until substantial pre-leasing occurs?

The building was originally planned as purely speculative but with the oil downturn and its effects on the Houston office market the change in plans was made.

The pouring of the foundation is occurring but the building itself will not be going vertical until substantial pre-leasing is achieved:

"The Houston Chronicle reported that the foundation for the 750,000-square-foot Class A office tower will be poured next month. However, New York-based Skanska USA Commercial Development will still hold off on vertical construction until a substantial portion of the tower is preleased, the Chronicle reported."

^ Yep, what's being constructed is the 7-story parking garage for the building. Once Skanska moves forward with the tower itself, three more floors will be added to the garage.
