If I had to guess, I'm assuming the journalist mistook gross area floor figure for leasable space. I think at most the Joske will add about 200,000 square feet of retail to downtown.

I could be wrong, but I thing that you guys are over thinking it.

Once complete, the ambitious project will provide about 720,000 square feet of retail and restaurant space to one of the city's busiest areas...."We are not a traditional mall," Oviatt said. "We are a mixed-use urban center. We have more food and fun than a traditional suburban mall."

They are talking all of Rivercenter itself, not just Joske's.
The changes at Rivercenter Mall are limited to just the Joske building, iIn addition, the Joske building is much bigger than what has been hollowed out; The Joske Building had a 510,815 sq ft GBA pre-demo. Rivercenter Mall minus Macy's is 378,927. It is easily conceivable that when you subtract the undeveloped parts of the property and areas like the basement of Joske's, which will be for things like storage, that there would be about 720,000 sq ft of retail and restaurant space.
