Indeed, historically, the nudity was restricted to the bush area across the train tracks at the back of the park.
Otherwise, Waterloo Park, Laurel Creek Conservation Area or by the pond on the UofW North Campus in Waterloo; or Meinzinger Park/Lakeside Park in Kitchener. All except Waterloo Park would be pretty peaceful, especially the two in Kitchener. None of these are "clothing optional" if that is what you are seeking. Don't forget to use sunblock!
