New Delhi: Mangalore Refinery and Petrochemicals Ltd (MRPL) is readying plans to invest Rs. 11,000 crore to raise refining capacity to 25 mt instead of the previously planned 21 mt as part of its ambitious target of clocking Rs. 5,000 crore profit by 2022.

The new expansion envisages expanding the capacity of its refinery to 25 MMTPA, which will also includes a raw petroleum coke gas complex, synthetic gas complex and value added chemicals such as urea, acetic acid, acryilate among others. MRPL has asked Engineers India to prepare a detailed feasibility report for expansion of its refining capacity.

“We are planning to expand the refinery capacity to 25 MMTPA, set up facilities for several new products. The company’s board is yet to finalise the exact amount of investment required. We are also in the process of upgrading the quality of fuel to meet BS-VI emission norms,” a company official said.

I think Mangaluru should have Marine Science & Technology CEZ that includes Marine Robotics. Compared to constantly cyclone affected eastern coast Mangaluru is in safer west coast region and it should use this benefit to attract a few of technological companies based in east for expansion. And there should be a 'Marine University' in either Mangaluru or Udupi.

It is proposed to set up desalination plants at ONGC work centres located near coastal areas (Hazira Plant, Ankleshwar Asset, Cauvery Asset-Karaikal, Rajahmundry Asset & Eastern Offshore Asset-Kakinada) and at MRPL as a SWM measure, in order to mitigate future sustainability risk due to declining fresh water availability. It is proposed to initially conduct techno-commercial and environmental feasibility study and based on the affirmative outcome of the feasibility report, implementation of setting up desalination plant at the respective work centre may be undertaken.

Why people think of 750MW delux water only? Currently they are asking for 1-2 acres for desalination plant but next they may ask for 1000-2000 acres for putting up a thermal plant for driving water against gravity. Can't they think of creating enough jobs for people of the parched districts in Mangaluru itself. I think they should create atleast 1,00,000 jobs immediately in Mangaluru and employ people of the parched districts in Mangaluru. If each person is having a family of 4 then this will reduce the burden for drinking water for 4,00,000 people in the parched regions.

Another interesting thing to know is what is the increase in salinity level of water when saline water from desalination plant is released? What is effect on marine life due to increase in salinity?

He told The Hindu that the MRPL had proposed to set up 50 MLD (million litre per day) capacity plant at an estimated cost of Rs. 200 crores. It had sought 10 acres for it in Tannirbavi area. A proposal to this had been submitted to Karnataka Udyog Mitra.

If 10 acres is for producing 50 MLD then 24 TMCft water per year production facility requires at least 370 acres.

My precondition for desalination plant for supplying water to the parched city is to first establish in Mangaluru all the institutes listed in the MIA post below, 4 IT SEZ of 300 acres each in addition to already proposed Mudipu SEZ & Ganjimatt EPIP, 2 IT Parks, 2 Marine Bio-tech parks, development MIA as mentioned in the link below, pashchima vahini implementation. Request all Mangaloreans to add other preconditions. Once preconditions are met then they can start thinking of constructing desalination plant to supply water to the parched city.

Since Mangalore MP has identified some other location for Ultra Mega Power Plant government land available in Niddodi can even be considered for these industries. Even UMPP itself is now doubtful as I said earlier.

Most of promises, i.e. sectors with good job generation capability, are not realized at all even after 10 years!

These politicians have all stupid ideas and money to waste instead of relocating a part of people of the parched region to Mangaluru by creating enough jobs. A thorough study is needed to find out increase in salinity level due to high capacity desalination plant. Desalination is not a wise idea: Experts

Wish that the state government will open skill development centre on desalination plant also at construction stage itself to train around 1000 people and provide them placement in countries where job opportunities are available like gulf countries. If they include people from the parched region also for training then they can save water at least for 2000-3000 people by placing them along with their family abroad. All we need is tiny tiny smart programmes like this to reduce water requirements in the parched region. The state government can also reserve half of employment in desalination plant for the people of the parched region.

Further what I wonder is whether we can sell some quantity of saline water (brine) itself or products using it. Some of items like 'bottled salt water' can be used for cooking (iodized?), 'salt water spray bottle' can be used instead of powder salt spray. It can also be used as 'salt spray texturizer' for hair and as sea water gel. Saline water can be used in spa. For pharmaceutical products - read seawater-based pharmaceutical products. It (or further concentrated one) may be used for marination of potato chips & fingers, unripe jack cut pieces before packing. And read about sea water-based plant nutrients, the many benefits and uses of sea minerals, five sea mineral products. A little bit research is required. But don't leave the research to the IISc professor! NITK or MU would be better. Bottling of water can happen in plastic park itself. Like this if we can generate 5000 jobs for people of the parched region in Mangaluru then we end up helping the parched region further.

We are also concerned about Bengaluru city’s pollution and environment and are trying to see that manufacturing units do not come here. We are trying to disperse manufacturing sectors to Mangaluru, Mysuru, Kolar, Vemgal, Narsapura, Vasanthanarsapura and Yadgir. Even the investors are realising that infrastructure is not that cheap here anymore. GlaxoSmith Kline’s biggest investment is in Vemgal; Honda’s is in Narsapura, Kolar district; Asian Paints and Pepsi have gone to Mysuru, while Havells has gone to Tumakuru.

Once again skewed ideas. Don't pollute other cities by transfering pollution. We don't want manufacturing and knowledge to be separated. Every city should have self sufficient R&D infrastructure, every city should grow in both manufacturing & service sector equally. You can not pollute others for one city's selfish goals.

Concessions alone do not bring success. You should have full infrastructure for that. If you don’t have power, water, market and human resources, then what will you do with land? I am not in that mad race.

Instead of moving power, water move human resources to places where power, water is available. Let us not forget power & water shortage in other cities are created artificially to support a single city. Some people may be thinking that the single city produced man power in a machine invented by great scientists of that city. There was no such market in the single city itself a few decades back. The market was created by both the state and the central governments through heavy invest of of public money (of people of the state and the country) to build infrastructure in this city. If such investment are made in any other city by the governments market will be created in that city also.

Mangaluru which incidentally has the state's only oil refinery in Mangalore Refinery and Petrochemicals Ltd (MRPL) and the refinery will be ideally suited to take forward this project, noted minister H N Ananth Kumar.

H Kumar, managing director, MRPL, who was present, told STOI that the ONGC subsidiary has the necessary infrastructure and raw material needed to make the minister's proposal in to a reality. A desalination plant of smaller capacity is more than enough for Mangaluru industries. Let us not allow the real estate lobby of the parched city to turn our sea into dead sea (just like turning the parched city into city of burning or foaming lakes) compromising livelihood of our fishermen. We don't want UPCL to be expanded just to supply electricity to pump water to the parched city.

Wonder which roads will be developed under 'Startup District' scheme. Mostly Ministry of Commerce and Industry itself decides secretly. But as it has finalized startup facility at NITK and NMAMIT we can guess that they may give stress on Surathkal-Airport and Airport-SH67-Nitte-Karkala road. If the centre allocates money for that part of SH67 then we have Marakada-Belman stretch fully developed as already Rs. 50 crores is allocated for 2.5 km stretch development in the state budget. Then we are left with Belman-Athrady stretch to complete airport connectivity to Manipal.

PWD Minister H C Mahadevappa has said the tender process for implementing the proposed tunnel road project at Shiradi Ghat section will be taken up in January 2018.

In his written reply to Kota Srinivas Poojary (BJP) in the Council, he said the Union Ministry of Road Transport and Highways will take up the tendering process. The project consultant, Geo Consultants, has been directed to submit a final feasibility study report, he added.

And also, if you opt for BRTS (either Boat Rapid Transit System or Bus Rapid Transit System), it also goes against spirit of bypass as it is designed for Transit Oriented Development within city if new MCRZ rules allow it.

I can consider KotekarBeeri-B.C.Road-Kateel-Mulky road as a bypass if it is kept free from local traffic of city as much as possible. (As Thokkottu-Mudipu stretch is busy with local traffic it can not be bypass). In case of Mangala Corniche only Kannur-Gurupura stretch may be free of local traffic initially for a longer time than other stretches of it. Anyway till commercial or tourism activities start any new road can be used as a bypass.

The real bypass will be created when Sagarmala Expressway bypasses all commercial areas of every city on coast.

The National Highways Authority of India is implementing all the six projects under build-operate-transfer mode in different parts of the state, Minister of State for Road Transport and Highways Mansukh L Mandaviya, informed Rajya Sabha on Thursday. Replying to a question by K C Ramamurthy (Congress), the minister said 92% of the four-laning works of the Suratkal-Kundapur section of NH-17 is completed and the remaining work will be completed by the end of June.

Around 70% of the four-laning work of a section of NH-66 from the Goa-Karnataka border to Kundapur is completed and the remaining work is targeted for completion by August.

NEW DELHI: In the next four to five years, at least 20,000 km of major national highways will get rid of frequent cuts on the medians and will be barricaded to prevent stray animals coming on to the main highways. The main carriageways will be designated for the fast moving and heavy vehicles to ensure these ply seamlessly and at high speed.

This project, which also includes expanding the identified stretches to at least four lanes throughout the corridors under Phase-I of ambitious Bharatmala scheme, will cost around Rs 3.85 lakh crore.

Considering the need to make existing highways more efficient rather than building more expensive greenfield roads, the road transport and highways ministry under Nitin Gadkari has sent the proposal to upgrade the identified stretches as "access controlled" ones, a concept which has been adopted by most of the developed countries. Access controlled roads have limited and designated entry and exit points instead of the present practice of every office or establishment joining the main highway. Segregated service roads are used for coming on to the main highway.

Some of these corridors that have been identified will be Mumbai-Kolkata and Mangalore-Bangalore, Ludhiana to Kandla and Porbandar to Silchar, primarily connecting the hubs of major economic activities, which includes ports, manufacturing hubs and trade centres. "All missing or stressed links will be developed uniformly to avoid congestion at any point on such corridors. The issue is whether by improving existing roads and creating dedicated unidirectional service road can we avoid investment of about Rs 12 lakh crore in building parallel expressways?" said a source.

If so, forget about making Mangala Corniche as bypass and just develop it for tourism and commercial activities. And Boat Rapid Transit System or Bus Rapid Transit System based TOD if MCRZ allows it. Disadvantage of Bus Rapid Transit System is it is going to have only one side to develop where as in Boat Rapid Transit System both sides of rivers can be developed as per TOD principles.

Getting back to highspeed highways, the highways should be easily scalable from fourlane to sixlane or eightlane in future. So service road should be at required distance from main road. Even connecting roads from service roads to main highway should be properly designed for scalability to save cost in future while expanding. As 45 meters width land is acquired for highway this can be easily done.

Even if highway separates intercity traffic from intracity/local traffic by allowing intracity traffic through service road (that is, highway itself is bypass), commercialization around highway should be minimum.

Within city limits, to disallow easy escape of criminals after committing crimes, security measures at highway entry points should be strenghtened.

This airport has potential to help the parched districts of Karnataka in a big way. If airport and surrounding regions are developed immediately then Mangaluru can also generate enough jobs and provide alternate destination for people coming currently to the parched city. The reverse migration will reduce the need for water and hence river diversion or putting up of thermal plant for powering water against gravity. The development of this airport is the most environmental friendly way of developing the state. And our politicians should lobby for this rigorously.

For the time being it looks like the state politicians are not interested in developing any alternative to the parched city, in fact it looks like they are afraid of any alternative coming up within the state and hence not showing interest in acquiring land for MIA airport extension. Probably state politicians were happy when Emirates Airlines, which initially considered MIA for its future expansion now considering Kerala airports only because of non-availability of longer runway for operating its big aircrafts. Looks like politicians and their sponsors have invested a lot in a single city and they are interested in increasing the value of their properties at the cost of ruining environment of rest of Karnataka. That is why they think of spending money on Aghanashini diversion or Netrvati diversion to damage rich westernghat and then put up thermal power plants to lift water instead of spending money on MIA runway extension and development of region around it.

Mangaluru needs to have good institutes like Indian Institute of Management, School of Economics, School of Logistics (may be as part of Maritime College for Maritime Logistics Informatics, IT/ITES incubation), School of Commerce (for e-commerce IT/ITES incubation), Skills University, Rajiv Gandhi Institute of Petroleum Technology or Petroleum University, National Institute for Pharmaceutial Education & Research, Biomedical Engineering Education & Research Institute, Indian Institute of Robotics, National Institute of Water Management, Marine University or School of Marine Sciences or School of Oceanology (Note that what Karnataka Government proposed under Sagarmala is Maritime College as university in Chennai is Maritime University, and there is chance that bureaucrats misunderstanding Oceanology as Oceanography ) , Institute of Subsea Technologies or Institute of Offshore Engineering or National Subsea Research Institute (in collaboration with GSI, ONGC & KIOCL for deep sea mining)(1,2), School of Food Science, School of Textiles & Design, National Institute of Clean Energy or National Institute of Clean Science & Technology (for jobs in gulf countries as these countries are going for things like solar energy, smart cities, green buildings in a big way & MIA has good connectivity), Institute of Urban Management (urban managers are not only needed in India but also in emerging economies of gulf and african countries), Pilot Training Institute within 15 km radius of MIA. Mangaluru has contributed a lot in banking sector and hence to economics of the country but I don't know why state opened IIM and now thinking of opening School of Economics in a city which has contributed almost zero to banking sector. All these things are happening because DK politicians are not lobbying enough. Thanks to Hubli-Dharwad politicians IIT went to Hubli otherwise they would have turned even Phalguni river to supply water to it. All bad things to DK and rest of Karnataka happening because DK politicians are not lobbying enough to get any good institutes (like mentioned above) to our region. Mangaluru politicians have to learn a lot from North Karnataka politicians who are putting all efforts to bring big institutes to cities like Hubli, Gulbarga, etc. Nonethless every institute going away from the parched region to the other regions of water abundance should be a saviour for DK & its ecology. Otherwise our future generation may end up hearing "Just like, once upon a time, all roads lead to Rome all rivers are flowing to the parched city now" and we will continue to hear since Mangalore has Petroleum refinery the parched city should have Rajiv Gandhi Institute of Petroleum Technology or since Mangalore has water and incubated many banks Karnataka should have School of Economics in the parched city. Revised proposal of runway expasion to 10,000 feet needs 92 acres (23 acres government + 69 acres private land) of land against original proposal of extension to 11,600 feet which required 280 acres of land and totally costed Rs 1120 crores.

The 2017-18 State budget has announced submission of proposal to Government of India for the expansion of Mangalore International Airport including acquisition of 286 acres of land and promised to provide necessary facilities by the state government.

The Airports Authority of India (AAI) is all set to expand the terminal building at Mangaluru International Airport to accommodate more passengers in the international arrival hall.

The building will be expanded on the exit side of the airport by 90 m x 55 m. With this, more space could be created in the hall to handle about 375 passengers an hour, airport director J.T. Radhakrishna told The Hindu.

At present, the hall can handle 125 passengers an hour. When the hall is ready, passengers of three flights can be handled at the same time, as opposed to one flight now. He said that now the hall has one conveyor belt. After the expansion, two more will be added.

Bids for the expansion work will be called next month, Mr. Radhakrishna said.

What I feel is for developing airports Karnataka should learn a lesson from Kerala. Kerala developed a single airport at a time by putting all effort behind it during that period. That is the reason Kerala could develop so many airports one after another. Karnataka should stop the practice of putting half eggs in many baskets for hatching.

MIA runway expansion: Letter to the centre from the state government

The state government will proceed with land acquisition only after receiving all these details.

A silly excuse. Did the state government follow the same procedure while issuing land acquisition notification for MRPL expansion? Where is feasibility study of MRPL phase IV expansion? Did they follow same procedure for the second runway? Two more aircraft parking bays commissioned at airport

The Airports Authority of India (AAI) has commissioned two more aircraft parking bays at the international airport here. With this, eight aircraft can be parked at the airport at a time instead of the six earlier, according to J.T. Radhakrishna, director of the airport.

The new parking bays have been constructed at a cost of Rs 4 crore, he said in a release. The director said that many a time, flights were held up or delayed for about five minutes to 10 minutes due to non-availability of parking bays during peak hours. With the commissioning of the new bays, the waiting time for aircraft has been reduced. The AAI is also planning to build four more parking bays in the airport next year at a cost of Rs 8 crore, he said. Passenger traffic at the airport went up by 4.21 % in one year, from 16.76 lakh during 2015-16 to 17.46 lakh in 2016-17. Now, the new parking bays would further improve the performance of the airport in view of four new flights being introduced by IndiGo next month. Of them, three flights would be introduced on May 1 and the other on May 15, he said.

What are the chances of Mangaluru being connected to smaller airports like Ballari or Bidar through Udan flights at least once in a week by small aircrafts for tourism?

I think Mangalore is also suited well for evolving cutting edge technology of subsea or underwater datacenters (2) as it is protected by Karwar Naval base and far way from reach of hostile countries or their naval/air bases. If this is materilized then lot more jobs can be generated in data center services including banking.

“Every time an IT company proposes a shift to the tier-II city or an NRI comes up with an idea of giving back to their home town, these projects are welcomed with great fanfare but are never sanctioned as per their original plans. As a result, they are stuck due to bureaucratic hurdles,” he said.

To address these problems specific to the industry, the lawmaker, who is keen to promote the district, has called all stakeholders on to a common platform next month.

Mangaluru Smart City Projects

Interestingly lists Marina in 'Retrofitting of 6 tile factories into Hotel, Auditorium, Convention Centre, Museum, Marina with retail and Speciality Restaurants' under Economy & Employment section and 'Water front Marina Develpment' under Open Spaces section. Though Marina is meant as recreational facility what I wonder is whether there is provision for 'multimode transportation' at marina integrating waterways with land trasportation so that travellers can use passenger boats. (There was news that cycling tracks will be developed along Mangala Corniche and so one can travel by rented cycle and boat in future. Hope NIT-K bicycle sharing initiative 'Wheels on Roll' (WOR) may include boat sharing or pooling also in future.) We already know the central government plan for developing Netravati & Gurupura waterways. Both goods and passenger movement are allowed along these waterways, so, I am wondering how this will be integrated to land based transportation network. Further, what I want to know is whether we can develop some of canals (currently gutters) like the one passing through MG Road & Kudroli or the one running parallel to railway track at Pandeshwar for boating? Kochin is already identifying waterways along canals. And Mangaluru can study Kochin project and find out feasibility of implemeting it in Mangalore. Even possible raise in underground water salinity level if sea water flow into canal has to be studied. What I wonder is whether cruise tourists at NMPT directly get into boat and use waterways to visit city in future if immigration department allows it? There is also a possibility of connecting old port to Malpe port and other nearby seaport destinations through boat services. Oldport should also have a big bus terminal with facility to park other vehicles. Anyway buses can move via Mangala Corniche in fututre. I also wonder whether topography allows to connect Adyar with Vamanjoor through a new water canal along proposed Mangala Corniche or somewhere else along some other track! I think Pashchima Vahini project has proposals to interconnect rivers.

By the way open spaces are identified in Smart City Proposal only along river shores. What about others? Aren't we losing more open space for things like 'Redevelopment of Vacant Premises of DC office into Hotel, Retail Shops and Speciality Restaurants' and 'Retrofit of Fish Market'? I think 'Community Level Facilities along with international swimming pool' also means reduction of open space at Emmekere area. And Town Hall is also losing open space in the name of Dining Hall! So let me repeat the question I raised earlier what will be the increase in open space and green space after implementation of smart city project? Wishfully expecting some more builders to come forward to develop new Gardens like Vivenkanada Park at Bejai.

MANGALURU: City's first concrete road from Lady Hill Circle to PVS Junction is all set to go smart. A proposal to this effect was announced in the Mangaluru City Corporation (MCC) budget presented on Tuesday. The civic body has set aside Rs two crore for the project that draws largely on the concept of TenderSURE roads being implemented om Bengaluru and other cities.

H N Srinivas, superintending engineer and deputy commissioner (development), MCC, said there is no specific blue print devised for the smart road per se. "This is more on the lines of an idea that the city is on the verge of becoming smart under Smart City project. A need was felt to showcase one major road in the city as a smart road with all the facilities to both motorists and the pedestrians with a provision for expansion in future,'' he said.

MANGALURU: Has the bureaucracy changed? To a great extent if one goes through this firsthand account of a city-based chartered accountant who hosted one such group in this coastal city in the second week of January. They were on a daylong visit on a direction given by Union Minister of Commerce Nirmala Sitharaman, who is keen to set up incubation centre in Dakshina Kannada district to support innovative business ideas. Incidentally, Nirmala is a Rajya Sabha MP from Karnataka.

Her team of five came to Mangaluru and were tasked with meeting chartered accountant Giridhar Kamath or entrepreneur Pradeep Pai. Arranging the local contacts for the team here was T V Mohandas Pai, chairman of Manipal Global Education. The whole visit was a closely guarded event and known to few lest it turn into a political or bureaucratic mela, says Giridhar. The team's mission was clear, a quick in and out visit with meetings through the day.

"The brief given to me was - need to meet people, exchange ideas, visit institutions. No need to book any rooms in hotels, will keep our bags in the car, food not particular...," Giridhar stated in a WhatsApp post. "And this is what I saw on the day of their visit. Five young smart men aged 22-30 from the ministry, start-up India and Invest India mission land in Mangaluru. We had breakfast in a small hotel; they didn't allow me to pay the bill, saying we get reimbursed."

He adds: The team had discussions with 18 people from institutions, trade, SSI, software and start-ups. They visited start-ups, had discussions with innovative student entrepreneurs at MIT Manipal incubation centre, director, former head of Udupi municipal council, Pejawar Swamiji and reached airport by 10 pm. All along, they paid the bill collectively or went Dutch. There were no flowers, no speeches, or any freebies sought or given. They meant business.

About his experience, Giridhar told TOI, "I have taken Babus for lunch. But have never seen this before. These men have changed my perception about government officials. I'm impressed." Story does not end there. For those who could not meet this team in person, mail ids and contacts were exchanged and the business went online. If the incubation centre does materialise, it will be due to Mohandas Pai who wants IT/ITeS to find firmer footing here, Giridhar adds.

Hopefully Ministry of Commerce & Industry will show interest in setting up 'School of Commerce' in Mangaluru along with Incubation Centre. For 'School of Logisitics' Mangalore MP may have to contact Ministry of Road Transport & Highways and Shipping. (Ministry may show more interest in Nagpur as they want to make it Logistics Hub for India but second school may come to Mangalore if Mangalore MP shows enough interest. Nagpuar specializing in Inland Logistics and Mangaluru specializing in Maritime Logistics). Both schools will help in incubation of companies in these sectors.

NEW DELHI: India will soon have its first startup district with incubation centres and about 20 tinkering labs for schools aimed at encouraging the creation of innovative solutions in agriculture, health and education.

Commerce & industry minister Nirmala Sitharaman, who is a Rajya Sabha MP from Karnataka, is keen for the entire cluster to be developed in Mangalore.

The government will fund the effort and ensure that roads, electricity and digital networks are provided for the one of the largest upcoming incubation facilities in the country.

While the cost has not been assessed, a person familiar with the development said, "Government will put all its weight behind it in terms of making resources available. The idea is also to expand the startup drive in cities other than Bengaluru and Hyderabad."

The incubation centres will provide specialised services for sectors including agriculture, medicine and pharma, along with information technology.

Sectors like agriculture, medicine and pharma, along with information technology, education means we can work on Agricultural or Pharma Robotics or 3D-printing, Marine Robotics can be done under information technology itself. Agriculture means fisheries also. Marine Pharmacognosy under Pharma. Nano-technology has applications in agriculture, medicine and pharma. I think clean technology, offshore technolgy etc are also allowed as there is no bar on sectors as such.

If 'Subsea Data Centre' comes up along with 'Startup District' then start ups who need these services will have cheap facility nearby. If companies like Microsoft, Google, who are developing 'Subsea Data Centers', show interest in investing in the startups incubated here this can happen.

Dakshina Kannada to have country's first startup district

MANGALURU: Dakshina Kannada will have India's first startup district. As per the result of a tem sent by minister for commerce and industry Nirmala Sitharaman to the district in January, the decision has received approval from department of industrial policy and promotion of the commerce ministry and the NITI Ayog. With the minister dropping sufficient hints to this effect in the ongoing budget session, a formal official announcement to this effect is awaited shortly.

Sources privy to this development told TOI that the district will get 20 Tinkering Laboratories in schools with state-of-the-art hardware such as 3D printers and allied software. To be named Atal Tinkering Laboratories, the programme is being taken up under Atal Innovation Mission and will also see these labs and incubation centres come up in five colleges and two institutions will vie for centre of excellence in a grand challenge that the ministry will announce soon.

Ashok Jhunjunwala, professor, department of electrical engineering from IIT, Chennai who set up the IIT Madras Research Park will handhold the exercise. This will be a three-tiered approach to fostering culture of innovation. Hence, there are schools, colleges and professional/technical institutions lined up for this project in a bottom up pyramid structure approach with focus on agriculture, education, health, infrastructure, manufacturing and internet of things.

The ministry sources maintained that the team that Nirmala had sent to the city will be visiting Mangaluru once more either this month end or early next month and hold additional discussions with stakeholders to firm up the plan and tie up the loose ends. "This meeting could give a push to certain lacunaes in terms of physical infrastructure that the district faces either in terms of assured power supply and better and enhanced road connectivity," sources stated.

Nirmala Sitharaman, a Rajya Sabha member from Karnataka has embarked on this move to give thrust for entrepreneurship in the coastal district and its immediate hinterland through the incubation centres. It may be added here that T V Mohandas Pai, Chairman, Manipal Global Education facilitated local contacts for the team that visited the city earlier to make a preliminary assessment for the startup project, which TOI reported in these columns on January 28.

So manufacturing and IoT are also included.

Why not have 'Atal Institute of Innovation' or 'Indian Institute of Innovation' or 'National Institute of Innovation' also as a part of 'Atal Innovation Mission' established in Mangaluru? What this institute can do are

• Keep track of innovations happening in innovation field itself. That is, innovations in incubation centers, innovative data science etc
• Keep track of innovation happening in various science & technology sectors
• Keep track of innovations happening in economic, physical, social, institutional, legal, educational, manufacturing etc sectors around the world
• Keep track of innovative ways in which 'Resident Welfare Associations' (Community-Based Organisations) work
• Conduct research to discover innovative processes (best practices etc)
• Educational programmes on innovations, innovation management, incubation center management etc

A smart city should also have a 'Smart Innovation Plan' (or the country should have a general knowledgebase of innovations happening around the world. Each domain/section/field may have its own innovation center dedicated to study innovations around the world in that particular domain/section/field. For example, we already have many 'Educational Innovations Centers' but we need sophisticated 'Educational Informatics Centers' for more systematized studies and similarly 'Institutional Innovations Centers' & 'Institutional Informatics Centers'. I don't know how much 'Data Analysis' each city is going to do on global data. I don't know whether India is going to have "Urban Informatics Centers' or combined 'Urban-Rural Informatics Systems' addressing various needs like innovation, etc. No idea whether existing SMARTNET can be adapted for this.)(Many of smart cities in their vision statement have mentioned that they want to be innovative. But how they achieve that is not specified anywhere by them). A smart city should know what innovations are happening around the world in social, institutional & governance, economical, legal, physical infrastructures and adapt to it quickly to be a globally competitive city. For example a manufacturing city should be upto date with innovative production techniques to be economically viable though innovative techniques & products are discovered somewhere else. That is what smart city definition of 'innovation'. But what I am aiming is production, innovation in production process, innovation in products and every other kind of innovation is done within same city in its domain. What I wish is most of cities should be knowledge centre for products they manufacture. There may be a few cities which may not become knowledge center for many reasons for example in a high temperature region many of whitecolor professionals may not like to stay or there could be water shortage unable to support huge population for other things except for production. In other words what I am saying is as far as possible a city should be fulfledged knowledge city in its domains/sectors of strength. In addition, a city should also have capacity to come out with its own innovative methods in social, institutional and other infrastructures apart from monitoring and adapting innovations happening across the world.

Apart from this What I wish is whole 'Boat Rapid Transit System' developed in Mangaluru itself. Various components like Passenger Information System, Anti Collision System etc can be developed in Mangaluru itself. We have to develop gadgets needed for easy manoeuvrability of boats near pick up points also. I am not only talking about boat jet bridges (like aerobridge) to connect boats to boat terminals but electronic accessories needed to enable faster piloting and pick up operations. This way we can have 'Made in Mangaluru' product instead of purchasing costlier ones. But Boat services can be introduced without these things initially with slower speeds.

I think if AJIET was part of an autonomous university then they could have introduced specialized subjects like biomedical engineering, health informatics, bioinformatics (computational biology), computational medicine, imaging science, etc and helped startups in these domain. Though I don't know how it is possible but I wish AJIET can find a way to colloborate with other universities (including foreign) who already have these subjects in their academic curriculum to introduce these courses. I think this is the best way to exploit the advantage of having medical and engineering college in single campus.

Following a discussion with the ministry, the district administration examined two places in Adyar and at Surathkal near to the National Institute of Technology Karnataka (NITK). Speaking to Express, Dr Jagadeesha (Deputy commissioner) said, “It is true that the top ministerial officials from the Union ministry of commerce, on the directions of the Union minister Nirmala Seetharaman, had met me and sought an opinion. As per my conversation with them I understand that Mangalore might get the first startup district tag. But I have not received anything in writing yet”.

Jagadeesha further said, “We are looking at an area of 20,000sqft in the centre of the city which has a social ecosystem for the IT BT professionals. Startup cannot work in isolated areas without social connect. We have two such systems--an incubation centre at STPI in Blueberry Hills behind the A J Hospital and another in Surathkal. But due to the lack of ecosystem and social connect they have not been preferred by the startups”.

What is this social connect? As per earlier news centre wants incubation and tinkering facilities in many colleges and schools around Mangalore. Yes, already existing startups in metro cities for their expansion in tier-II cities may have this type of "social connect" issue but not for student startups. For students continuing in same college as startup should not be an issue. The startup "Deccan Airsports" went from Pandeshwar to MITE campus. Whether "social connect" is better in MITE than Padeshwar (near Forum Mall)? (Read the news above of MITE opening 10 incubation centers in its campus). And Diya system opened it new office in an isolated area of Maryhill. Anyway, as per earlier news NMAMIT innovation building at Nitte is almost getting ready and innovation centre will be launched in another two months. By the way, I hope the state government funded 'Common Instrumental Centre' or 'Instrumentation Incubator Centre', which is different from the central government sponsored 'startup district', may come up in any 20,000 sqft area in the centre of the city. Let us be clear that the project 'Startup District' is for students in colleges & schools and 'Common Instrumental Centre' is for attracting already existing startups in metro cities to tier-II cities. As mentioned in other news already next visit of Commerce & industry ministry delegation is for identifying road connectivity issues (I wish ministry stresses on developing Surathkal-Airport road and SH67 upto Belman so to improve connectivity to Nitte and Manipal) and ensuring continuous power supply to Incubation Centres.

Good that the the goverment finally wants the tier II city to grow. Whether detailed plan is ready to relocate people from the parched region to Mangaluru so to make Mangaluru population to grow? How much is the population growth target set by the government for Mangaluru? My only condition is I don't want Mangaluru-Udupi urban belt to grow beyond 4 million people. Let remaining relocation may happen across Belgaum-Hubli-Dharwad, Bellary-Davangere-Shimoga, Bijapur-Gulbarga belts according bearing capacity of those belts.

Hope the Central government considers Government College, Mangalore for a tinkering laboratory and upgrade it. This old college is totally neglected by the successive governments for a long time. Hope even Kannada medium schools get tinkering laboratories.

Out of Agriculture, Education, Healthcare and Manufacturing sectors identified for startups I think in Agricultural Informatics & Health Informatics a few institutes are working on in India and others like Education Informatics, Manufacturing Informatics (Engineering Informatics) are not addressed so far. But I have not gone through NIC projects website completely. But my wish is Mangaluru should have startups in Marine/Maritime Informatics also. (Goa has National Institute of Oceanography working on Marine Bioinformatics & Marine Robotics).

India's first 3-D Planetarium to open in Mangaluru in Dec

The second planetarium of the state is set to open in December this year at Pilikula Regional Science Centre (PRSC), Mangaluru, which is touted to be the most sophisticated planetarium in the country.

It will be the largest one in the state, equipped with an 18-metre dome, and the only planetarium to have a complete hybrid projector system with the traditional electromechanical/optical as well as the digital 2D and 3D projection capability.

Which means, images cast on the dome screen will not only be sharper but also be capable of giving the spectators a feeling of actually being among the stars, said officials of the Karnataka Science & Technology Promotion Society (KSTePS). Though Sitharam highlighted the positive aspects, at a meeting in the city on Tuesday, he had an encounter with his fellow IISc-mate Prof SG Mayya, a critical opponent of Yettinahole project, who said not only the innovative solution is prohibitively expensive, it did not take the aspects of siltation (like in ground level reservoirs) and replenishment of ground level water in a lateritic region where both horizontal and vertical run off was very high.

So, spinning ideas out in a hurry without studying all aspects of project properly.

In earlier Udayavani news, it was 95 tmcft with a cost of Rs. 2,200 crores but now it is 15 tmcft with a cost between Rs 3,000 crores and Rs 3,500 crores. Why within five months cost escalated that much?

Mangaluru is not running out of drinking water as is being said. In fact water is running out of Mangaluru,

That is the reason we require Pashchima Vahini. And we get waterways along with water as a bonus.

However, in case the wall is built inside the ocean the entire length and width of the sea wall will encourage deep sea fishing and would benefit the fishing community enormously.

We don't need deep sea fishing which destroy marine flora and fauna instead we require marine pharmacognosy and Marine Biotech Parks.

Speaking on “Building flood water coastal reservoir in the Arabian Sea” here on Tuesday, the professor said that more than 120 tmcft of flood water ran off to the sea every year from the Netravathi. Of that, 10 tmcft or 15 tmcft of water could be stored by building coastal reservoir and the rest could be let off into the sea as flood water is compulsorily required for nourishing marine life. It could be built through public-private-partnership and it might cost between Rs 3,000 crore and Rs 3,500 crore.

Does the rest mean remaining of (Pashchima Vahini + coastal reservoir) or just coastal reservoir?

He said that Mangaluru required about one tmcft of water annually for a five lakh population. According to him, building a small coastal reservoir just to store one tmcft of water was not viable as it involved pumping of water out from the reservoir during the rainy season to prevent flooding.

Why Mangalore population should remain at 5 lakhs? And Netravati water is not only used by MCC but other regions like Ullal and almost half of DK district including for irrigation. And totally neglected about Pashchima Vahini requirements & other planned industrial requirements.

Just for curiosity, why small reservior requires pumping of water out from the reservoir and why not big one? How does flood water flow out of big reservior into sea without flooding?

To a question, he said that a flexible floating membrane could be fixed to the breakwater to prevent mixing of salt water with fresh flood water.

If it is possible to print solar cells on flexible floating membrane then we can cover entire Pashchima Vahini water zone with it to generate electricity also. But how fishes get oxygen? And I prefer Pashchima Vahini canals to be covered by solar panels with enough height to enable boat movements below.

Still no answers to my earlier questions. Good that non-feasible Tidal Energy is totally forgotten and instead only Wave Energy is discussed. Overall, in my view, the government should first release money for Pashchima Vahini and complete it. If there is still water in the rivers and all preconditions listed in the MIA post above are met then we may start studying feasibility of sea based fresh water reservior or desalination plants for pumping water against gravity.

And still there is no sane voice in the government requesting land for 'School of Economics' in Mangaluru to save the parched districts from the need to supply scarce water to around 5,000 students & staff. Lot of water can be saved by the parched districts if institutes like this one go out of the parched region as these types of institutes attract students & staff from all over Karnataka & India.

Mayya, a former professor of applied mechanics and hydraulics, National Institute of Technology, Karnataka (NIT-K), Surathkal, said that it was not feasible as the Arabian Sea was not a bay. The Netravathi carried huge amount of silt during the rainy season and building a reservoir would lead to another environmental issue and it would result in erosion of the coastline. According to Mr. Mayya, land-based water storage was the best alternative to augment water for the future.

The Chief Executive Officer of Dakshina Kannada Zilla Panchayat M.R. Ravi said that the panchayat has plans to construct 1,150 mini vented dams across the district in the next financial year. Each dam would cost Rs. 2.32 lakh. Such dams would help re-charge ground water. He said that the panchayat has plans to dredge and rejuvenate 61 dry water sources (ponds and tanks) in the district under the Kere Sanjeevini programme. Of these, 42 were in Bantwal taluk and the remaining in Mangaluru taluk. This would require Rs. 13.32 crore.

BENGALURU: Call it an over-ambitious or non-implementable project, the Karnataka government is thinking of developing a new city in Kolar Gold Fields (KGF) to decongest Bengaluru. The plan is to relocate at least 20 lakh of the state capital's population to the new city.

To meet the drinking water needs of the city, desalination plants will be set up and sea water from Mangaluru will be brought to KGF through Yettinahole project pipelines.

Looks more like an election promise for 2018! And one main reason for non-implementability is resistantance to move out of core city apart from other more important reasons. In case of Chennai desalinated water is used for Chennai itself not for supplying 750MW delux water for a remote city. The people using this water will not be able to economically compete with Chennai or even Amaravati where river water itself is used. This one looks like a desparate & jealous attempt to vie with Chennai and Amaravati without any vision for the state.

Karnataka has also proposed four desalination plants at a cost of Rs 3,500 crore. These plants will be established in Udupi (Rs 735.30 crore), Mangaluru (Rs 2,533.61 crore), Saligrama (Rs 76.71 crore) and Kundapura ( Rs 154.42 crore) with the joint venture of Israel-based IDE and Vagas of Indian firm.

The capacity of desalination plant goes on increasing as you hear more news! The state want to beat Tamil Nadu in desalination capacity. The parched city politicians not listening to the sane voices which asked it to use wasted rain water available locally in the parched region. The government is really planning to create costly cities of short life which are by design doomed to collapse economically when cheaper alternative are realized! Naturally work which has come to India for its cheap labour will move to the regions which are really cheap. But million dollar question is how much permanent damage these people cause to Karnataka before this thing happens. When the state government is already planning to relocate people why not they relocate migrated coastal people at least back to the coast from where they had migrated? Plenty of land is available in Mangaluru-Udupi belt itself all along State Highway 67. Even Moodubidre-BC Road region has plenty of land.

As far as satellite cities are concerned the parched city can have revolutionary concept of remote satelitte cities in Mangaluru-Udupi, Hubballi-Belagavi, Ballari-Kalaburgi, Davanagere-Shivamogga. By implementing this, in near future, the parched city is going to get laurels for developing new concept of satellite cities and saving Karnataka from colossal environmental & economical disaster. First start filling Mangaluru then Hubli and then others.

One question remains unanswered is despite all these waste ideas when are they going to release money for Pashchima Vahini? I thought the state would have spend at least half of the amount it is planning to spend on desalination plants on Pashchima Vahini for some useful results. Or not releasing money for Pashchima Vahini is a strategy to make the coast also get parched and then go for more desalination plants?

A way to use 11,000 acres of KGF is for solar park and use that energy for vehicles. That will bring down polluation level of the parched city if not the population level. If the IISc professor can come up with a idea like how to store electricity in unused gold mines by using some kind of environmental friendly liquid electrolyte or some kind of underground hydrogen storage then electricity would be available during night also. (For example, saline water of desalination plant is available as electrolyte.) I think instead of thin membrane thick membrane can be used for insulation coating of mine walls. Hope that would keep the professors and the politicians of the parched city busy in the parched region itself from poking their nose into other parts of the state.

If this is solar park is built then we can abandon expansion of UPCL also.

And next stage of spoiling environment is of DK shore by increasing the salinity level of sea by building desalination plants of huge capacity instead of implementing Pashchima Vahini and relocating some people to DK from the parched region. This is the way for relocation which is more sustainable environmentally and economically. And any judge who understands the importance of sustainable environmental and economical growth will give judgement against Yettinahole project now as goal of employment generation can be easily achieved by relocating people to coast. Let us see whether the judge allows the real estate lobby of the parched city which encroached lakes of the parched city or converted them into gutters will successfully spoil even Mangaluru sea.

We should be aware of fact that in gulf countries sea is becoming more and more saline and as salinity increases output of desalination plant decreases. Anyway for dispersion of salinity & avoid land acquistion offshore plants are preferred option. Otherwise ready to face consequences of dead sea!

I think Mangalore-Udupi, Hubli-Belgaum, Bijapur-Gulbarga, Bellary-Davangere-Shimoga are the four important belts to be developed in Karnataka to decongest the parched city and region around it.

Each gram panchayat to get five vented dams

To restore the dipping groundwater, the Dakshina Kannada Zilla Panchayat has come up with ‘Jaladhara’ programme, which aims at construction of a minimum of five vented dams in each gram panchayat.

The step gains significance in the wake of acute water shortage in the district.Speaking to DH, Zilla Panchayat CEO Dr M R Ravi said that the groundwater level in the district is at an alarming rate.

“Puttur taluk, with 95% exploitation rate of groundwater, is the worst. Belthangady and Bantwal taluks, with 68% and 66% respectively, are on the verge of danger. Hence, there is an urgent need to recharge groundwater. Construction of vented dams is an effective way to achieve the same, based on the demographic conditions of the district,” he insisted.

1,150 dams

“Under ‘Jaladhara’, at least five vented dams will be constructed in each gram panchayat. There will be 1,150 vented dams in 230 gram panchayats in the district – 290 vented dams are proposed for Bantwal, 240 for Belthangady, 275 for Mangaluru, 205 for Puttur and 140 for Sullia. A total of 291 crore litres of water can be collected in all the taluks,” the CEO gave a calculation.

“The ‘Jaladhara’ programme has been effective from March 2017 and an estimation has been prepared for 352 works, out of which 210 are in progress. The programme is expected to be completed by March 2018. Further, the programme is linked to the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). This is expected to generate 20,000 jobs,” the ZP CEO said, adding that Rs 2.32 to Rs 5 lakh can be utilised for a vented dam and a total of Rs 43 crore of MGNREGA funds will be utilised for the programme.

Development of 139 lakes

Under the second phase of the ‘Kere Sanjeevini’ programme, development of 139 lakes has been planned in various gram panchayats of the drought-affected Mangaluru and Bantwal taluks. The Zilla Panchayat has sent a proposal to the state government seeking approval for the works and also sanction of funds to the tune of Rs 15.82 crore.

“Forty lakes in Mangaluru taluk (including Moodbidri) and 99 lakes in Bantwal will be developed. Funds of Rs 8.17 crore have been estimated for Mangaluru and Rs 15.82 crore for Bantwal. A proposal in this regard has been sent by the Zilla Panchayat to the Principal Secretary of Rural Development and Panchayat Raj Department of the Government of Karnataka in February. The funds are expected to the released shortly,” said Dr Ravi.

Panaji: A loan agreement worth Rs 1,200 crore for track doubling and electrification and IT-enabled train operation system are among the many projects that were inaugurated by Union minister for railways Suresh Prabhu to improve passenger and freight capabilities of the Konkan Railways Corporation Limited (KRCL).

"The control office application of Indian Railways has been implemented on KRCL. It will help in the management of the railway operations. We are already working on bringing the entire railway operations on a digital platform. We are launching a programme called Enterprise Resource Planning (ERP) under which we are investing Rs 10,000 crore. This will help us monitor the entire railway network in a better way, reduce inefficiency and bring in optimization," Prabhu said.

Prabhu also inaugurated the goods siding project in Thokur, which comes under the proposed Mangaluru special economic zone (MSEZ). Over 300 petrochemical factories are set to come up in the area in addition to the already functioning ONGC Mangaluru Petrochemicals Limited. The goods siding at Thokur station will help solve the problem of lack of proper rail connectivity in the area.

Replying to a query over KMC reneging on the conditions earlier, the minister said, “The Law Department will vet any such complaints before taking a final call on continuing with the MoU, as the government has sought a month’s time to arrive at a consensus.” Regarding child care centre, the minister said, “It will be upgraded as regional institute on the lines of Indira Gandhi Institute of Child Health in Bengaluru (formerly Victoria Hospital).”

Taking cognisance of long-pending demands at Lady Goschen Hospital, Ramesh Kumar said, “It has been decided to sanction Rs 10 crore in addition to Rs 21 crore being spent by Mangalore Refinery and Petrochemicals Limited (MRPL) on 500 beds maternity care and health building at the hospital, under its corporate social responsibility (CSR) funds. The building will be in inaugurated on March 23, 2017, on the birth anniversary of socialist leader Rammanohar Lohia.”

The 169-year-old hospital receives Rs.10 crore in State Budget

The 169-year-old Wenlock Hospital has received a boost with additional grant of Rs. 10 crore in the State Budget for restoration of the 1,000-bed heritage hospital. It has also received Rs. 3 crore for upgrading its Regional Advanced Paediatric Care Centre (RAPCC) into a Child Health Institute.

The district hospital — which serves patients from Dakshina Kannada, Shivamogga, Hassan, Uttara Kannada and parts of Kerala — had sought Rs. 18 crore from the government for restoring the old building. While it received Rs.5 crore last year, the State government has allocated Rs. 10 crore to it this year.

The hospital has already received a grant of Rs.10 crore from the National Bank for Agriculture and Rural Development (NABARD) for building a new 176-bed three-storeyed super-speciality block. The hospital has allocated Rs.5 crore from its own ‘Raksha Samiti’ fund for this work. Hospital superintendent H.S. Rajeshwaridevi said bids for the work have been invited.

Furthering the assurance of Health Minister Ramesh Kumar to develop the RAPCC on the lines of Indira Gandhi Institute of Child Health, Chief Minister Siddaramaiah announced Rs. 3 crore for it. “This grant helps us maintain the building and purchase new equipment,” Dr. Rajeshwaridevi said. This annual grant will help to improve treatment facilities at the RAPCC, she added.

The hospital is now awaiting government clearance of its MoU with Kasturba Medical College to provide service of specialists in lieu of the latter’s use of the former’s facility for clinical experience for students. As part of the MoU, KMC will build a 350-bed surgical complex for Wenlock Hospital.

Super-speciality lab

The city is yet to get a laboratory for detecting communicable diseases as announced in the 2015-16 Budget. It is for detection of all communicable diseases including H1N1, dengue, malaria and chikungunya. Three such labs are presently functioning in Benglauru and Manipal. District Health officials proposed having this laboratory at Wenlock hospital. Nothing has happened so far, officials said.

Health minister K R Ramesh Kumar, when he had visited Wenlock recently, had also endorsed the view of the authorities saying the major government hospital that offers free treatment to patients from more than 10 districts needs to be upgraded by providing more infrastructure and introducing specialty wings.

Apart from what CM announced, the government has already sanctioned Rs 9.70 crore under Nabard Scheme to construct a three storied building for a 126 bed block for Wenlock Hospital.

In a bid to assuage hurt feelings of people of DK district on account of implementation of Yettinahole project and lack of major irrigation schemes, CM announced construction of vented dams under "Paschima Vahini" project and allocated Rs 100 crore for it. The district Wenlock Hospital here will be upgraded at a cost of Rs 10 crores and a regional and higher children health institute will be established in the very same hospital at a cost of Rs 3 crore.

But now the underground cabling has been taken up as it is felt that underground cables will be much safer than overhead cables. In the first phase underground cabling is being taken up from Karavali Circle covering Bendoorewell, Hampankatta till A B Shetty Circle.

True & False. Underground cable are not safe if roads are dug again and again. To ensure safety GIS map of cable location should be available to the person who is digging road. I don't know how much GIS tools are used in Mangaluru for drainage, water pipeline, telephone cable, etc.

Following abbreviations are used below

BRTS - Boat/Bus Rapid Transit System
HSB - Highspeed Boat
HSR - Highspeed Rail
MIA - Mangalore International Airport
TOD - Transit Oriented Development

Mangalore International Airport should be developed as a 'Highspeed Multimode Transportation Hub' connecting airline services with highspeed rail services and highspeed boat services (1). For this MIA terminal has to be connected with HSR terminal and Highspeed Boat terminal through a common elevator or escalator. HSR & Metro terminal can be underground inside the hill. Both terminals should be connected to HSB terminal on Gurupura river through elevator. HSB terminal should provide HSB services to seaports in neighbouring districts. The boats can have a pick up point at Oldport so to have good frequency of HSB services. The good frequency should enable HSB timings to match with arrival and departure time of aeroplanes. I don't know whether current bridges on proposed waterways support easy movements of cargoes and HSBs. But new bridges including one proposed at Sultan Battery should have enough height and gap between pillars to support easier movements.

'Boat Rapid Transit System' can also be developed along Netravati & Phalguni rivers for public transportation and to promote tourism. (can we abbreviate it as BRTS?, 1) For this there should be 'Multimode Transportation Terminals' on both banks of the rivers. (Marinas could also be passenger boat terminals). Better to have Bus terminals on land side of Mangala Corniche connected to Boat Terminals through 'pedestrian subways' and there could also be busbays on river side for buses moving on river side of Mangala Corniche road. (Even Metro/LRTS station can be integrated say at old port if track is running till that point). The banks on the other sides of the rivers can also have similar arrangement. Bus terminals should have parking facilities for bicycles, autorickshaws, taxis and other vehicles. Busbays can also have limited parking arrangement for bicycles, autorickshaws. It would be interesting to research on how to design the movements of boats so that both banks of the rivers are covered. One possible way is zigzag movements of boats to boat terminals on both banks placed in zigzag manner. In addition, there could be boats tranporting on single bank only. Of course we should not forget to connect this BRTS to HSB Terminal at airport and old port and even NMPT if port authorities allow. NMPT Boat terminal can be outside port area near South Gate or North Gate so that people can commence towards cruise terminal easily and buses running from here can further connect to industrial areas around NMPT. The South Gate boat terminal can be on Phalguni river itself. Since dense development is only along NH66 & NH75; BTRS can be developed along Mangala Corniche side of the rivers in the first phase. And similar boat services can be there all along sea shore apart from High Speed Boat Services which have limited stops for enabling MIA HS (Mangalore International Airport High Speed) connectivity. Small ports on rivers can be used as halting points for BRTS along seashore. Crucial element for success of BRTS or HSB services is how easy it is to manoeuvre boats to & from pick up points. One more disadvantage could be how much this system will interfere with other activities in the rivers and the sea whether it is fisheries or other tourism related activities like boat based recreational or adventure sports activities. And how system is affected by floods is also be studied and mitigation measures should be incorporated. As per Transit Oriented Development (TOD) guidelines denser developments can be allowed around these 'Multimode Transport Terminals' if CRZ rules allow. Relevent news - Gadkari seeks Belgian companies participation in Sagarmala (in the areas of coastal shipping, inland water transport, cruise, ...).

There may be a need for waterproof underground water canal to reach exact spot below the hill so that MIA, HSR, HSB terminals can be connected by a single lift. (approximately 400m open + 400m underground + ?m turning length). Boats can either move in reverse direction to come out or else canal should have a turning area. Or else it could be a curved canal with entry and exit points at river in different points. But in first phase, we can just have shuttle service from MIA terminal to a temporary HSB terminal on river bank. To give priority to HSBs BRTS terminal can be outside to avoid congestion inside the underground water canal but should have a walkway by the side of canal to reach lift. Anyway walkways are always useful in case of emergencies. But BRTS terminal can be brought as close to underground canal by having enough width in open canal area of BRTS terminal for manoeuvring boats. In any case if we don't want underground part of canal we can just have walkway. But just imagine landing on table top airport, getting to bottom of hill by lift, travelling through underground water canal, then river, then sea, what an exciting experience for a visitor! And possibility of check-in/check-out at Malpe, Kundapur, Bhatkal, Kasargod!

Suppose 'Boat Rapid Transit System' connect main city and airport with Amblamogru-Pandeswara-Harekala area then how easy to develop non-agriculture land in this area as health city or Marine Biotech Park or IT SEZ if enough land is available? This area can even be considered for institutes mentioned in MIA post. We can even extend connectivity by constructing canal.

Maritime Board formation will add favour to city development

Summa: Maritime Board Bill is pending for presidential signature for last five years. Will help in development of small ports and creation of inland waterways in coastal Karnataka. Renovation of Old Mangaluru Port, which is identified for Smart City project will get much needed boost.

High Speed Boat (HSB) services from MIA airport to mini seaports along with underground canal, Boat Rapid Transit system (BRTS) along Mangala Corniche may also be implemented by Maritime Board. But question is, who will provide lift connectivity from HSB terminal to MIA terminal?

Maritime Board can also encourage tourism activities like long distance sail boats etc by developing islands which international sailors may like to visit.

Does Mangalore MP know the reasons for which Maritime Board Bill is pending with the central government? Does he at least know that there is something called Maritime Board Bill? (He is going on promising on Agricultural Zone, Coconut Park, Plastics Park, etc. He might have totally forgotten about 2014 Lokasabha election promise of IT Park. As far as Plastics Park is concerned main focus of Plastics Park should be 'Medical Devices' to support 'Medical Tourism' Industry. Plastics Park for other material for use in hinterland can come up in Hassan.)

For airport highspeed boat connectivity if Kalmadi-Nittur-Kalsanka gutter is developed as a canal then speed boat can even enter inside Udupi city.

Mangaluru facility would be Concor’s second inland container depot in the State

With a view to expand containerised traffic between coast and hinterland, the Container Corporation of India (Concor) has acquired the infrastructure of KIOCL located at the New Mangalore Port Trust (NMPT).

Besides the railway siding, Concor would also get about 47,000 sq m adjacent NMPT land to provide a warehousing facility.

Commenting on linking the airports with waterways, he said that “We want to examine the possibility of linking the airports with waterways.”

“Once a tourist arrives in Goa, he can be taken through a cable car to the waterways from there he can be travel to his hotel,” he said adding the state government is examining the feasibility of connecting the Mopa airport through waterways, like the way Venice Marco Polo Airport in Italy is connected with waterways.

But for Mangalore Airport as I wrote above let it be lift and underground canal so to have highspeed connectivity to neighbouring districts. The goal should be to Highspeed Network with Multi-Mode Highspeed Hubs. For example, Goa Airport should be not only connected to hotels by waterways but neighbouring cities like Karwar, Gokarna, Malvan etc through highspeed boats. If Goa is not interested then MIA itself can provide HSB services to Murudeshwara, Gokarna etc. Apart from passenger boats there could be rented or chartered boat services also. Tourist packeges can include visit to Tonse-Par & Netrani islands. Why not Mangaluru MP request the Transportation Minister for an HSB tunnel pilot project for Mangaluru just like Hyperloop tunnel project for Nagpur. He has to remind the minister that Mangaluru is considered as Nagpur of South India!

If Makeover for Mumbai waterfront (Mumbai to get building taller than Burj Khalifa, road bigger than Marine Drive) allows supertalls near sea then there should not be much problem in allowing TOD along CRZ.

Goa is acting fast while Mangaluru MLAs are sleeping - Goa Tourism Development Corporation Board has proposed to buy high-speed boats of 30-40 seats to provide waterway as a mode of transport for people from the hinterlands to travel to Panaji, Margao and Vasco.
