Well,if your house is 21ft tall to the top of the peak or pitch then the space inside the attic is included in that figure.If your house has a over the air antenna on the top then its still 21ft.If your highrise has 3 floors of mechanical equipment as the same as your attic space is inside, then yes its the same as the highrise building..In order to stand on the top of both structures you will require to stand on the roof....a la very top of the enclosed structure of that building.
