No, they're definitely still doing the whole garage. Maybe not until a later time, but there has been steady excavation on the eastern half recently which leads me to believe they will be starting the second half soon enough.
Thanks for the new photos Signal, always great to see. Odd question for you, I noticed that Bell St. has been completed blocked by the construction, are they going to re-open it or getting rid of it for good?
I don't mind it for only one reason - it was a back lane. If the buildings along Church Hill has attractive fronts facing Bell Street, I'd have been opposed.
That said... a forumer from MTL - I forget which - noted that you can have modern buildings and still achieve the feeling of an old city by maintaining your old street grid. And Boston was a perfect example of that to me.
So I definitely don't want to see any more straightening of streets, like they did on Water Street East.

It would go right through the middle of a parking garage and it would be much more expensive to keep a road that could be viewed as unnecessary with Churchill right next to it.
then who maintains it and plows? the city? that would make it even more complicated to propose a whole development that engulfs a city street and organizing the maintenance with the city. It would be nice however it was probably deemed too costly to consider it especially when having to design a building abiding by the strict height regulations and parking regulations for the entire development. The garage would be complicated then because of the slope of the ground and road.. in other words they's need two sets of ramps or rebuild the road and tunnel under it for the lower level.
