Large new residential projects don’t happen often in the Rockaways, where most neighborhoods are zoned for small apartment buildings and one- and two-family homes. But one developer is planning the first of four nine-story, mixed-use buildings in Rockaway Park, steps from the boardwalk and the ocean.

Midwood-based developer Marcal Group has filed applications for a 149-unit development at 1-37 Beach 116th Street, between Rockaway Boulevard and Ocean Promenade. It will be part of a larger complex called Seaside Landing, which will feature market-rate condos and affordable housing. The building would hold 142,660 square feet of residential space and 17,652 square feet of commercial space.

The ground floor would host retail and a recreation area, and each of the next six stories would have 20 units apiece. The eighth and ninth floors would hold 16 and 12 units respectively.

Karl Fischer is responsible for the design. The rendering reminds us of other newish residential buildings around Rockaway, like the eight-story building next door finished in 2006. Several apartments on the upper floors will have private balconies, and it looks like there could be shared roof decks too.

The plans also call for a 119-car garage, which is much more parking than the city requires for the apartments. While Rockaway has high rates of car ownership, it’s hard to imagine so much parking is necessary for a site that’s only a block from the Rockaway Park stop on the A and S trains.

Permits were approved back in 2015, and the application was approved on Oct. 3, calling for a purely residential build with 49 units, 11 stories, and 36,487 square feet of residential space with a FAR of 8.00.2

Construction is likely to begin soon, with a vehicle already on site, as seen in the photo below. Signage calls for an April 2018 delivery.

I am a Rockaway resident, while I do support new projects I wonder how this will affect Beach 116 Street in terms of traffic with new residents and their cars and in the summer months it's going to get crazy on Beach 116 Street with auto and foot traffic to the beach from the subway and buses. Also I have to point out that the A/S subway line is not the best its slow to Manhattan. And just to point out also the A only runs during weekday rush hours, 5 trains in the morning and 5 trains back to the Park in the evening rush, all other times its the shuttle to and from Broad Channel with a connection to the slow A. But on a positive note its nice to see new development here in The Rockaway's

Frankl Associates designed the project, and Charles Mallea is the architect of record.

Moishe Loketch, who runs Loketch Group with his father Pinny, says that work has just started on the concrete superstructure for the new floors. Work is tentatively expected to finish in the spring.

We posted on a new commercial construction in Harlem yesterday and one Bespoke reader mentioned that they discovered a rendering of a possibly proposed retailer on the architectural firm's site. Apparently Sephora might just be arriving in Central Harlem in the near future if the very detail rendering has any merit.

Sadly enough, the location in question is that of the former Lenox Lounge at 286-288 Lenox Avenue but the location by 125th street probably has become quite desirable in the past couple years. Whole Foods will be opening up across the street by early 2017 and the express subway stop is just at the corner. This is of course very sad news on a historic perspective but landlords pretty much control what happens to their properties unless some sort of landmark status has been designated.

The developer evidently chose the loft-style design, which features small balconies affixed to each window on the top three floors.

New development rarely happens in Vinegar Hill, a tightly zoned, tiny neighborhood wedged between Dumbo, the Brooklyn Navy Yard, and the East River waterfront. But the owner of a parking lot 251 Front Street hopes to get an upzoning to construct a nine-story apartment building there, according to documents filed with the Department of City Planning.

The proposal calls for a 110,795-square-foot building with 95 apartments. In exchange for the rezoning, the developer would rent 23 units at below-market rates to families making an average of 60 percent of the Area Median Income, or $48,960 for a family of three. The project would also include an underground garage with room for 35 cars, which is required under the requested zoning.

The developer hopes to boost the zoning from R6B to R7A. The rezoning would double the density and height of what can be built on the lot, bringing the floor area ratio to 4.6 and capping a new building at 90 feet tall.

Think Architecture and Design, based in Downtown Brooklyn, will design the project. The firm also created the rendering above, which we pulled from planning documents. The building might fit in better with its row house neighbors if it were clad in red brick instead of the the greyish brown depicted in the rendering. Still, it’s reminiscent of most new construction nearby in Dumbo.

Renzo Piano's Columbia building received very little attention here but it is a masterpiece. It is beautiful.

The de Blasio administration is seeking developers to construct up to 200 affordable apartments on a more-than-half-acre site in Brooklyn's East New York, which underwent a controversial rezoning earlier this year.

The Dinsmore-Chestnut parcel is bounded by Dinsmore Place, Chestnut Street and Atlantic Avenue, and sits on the same block as a parking lot owned by a bus company, and a forthcoming school. The parcel was excluded from the East New York rezoning that the City Council approved in April, to allow for a more thorough public input process regarding what should be built there.

"The city-owned lot at Dinsmore-Chestnut has been vacant for decades: a tragic and all-too-familiar symbol of previously unfulfilled promises and a lack of investment in East New York," council member Rafael Espinal said in a statement accompanying the announcement. "With the East New York Neighborhood Plan that passed the City Council a mere eight months ago, and the de Blasio administration's commitment to building affordable housing, this site is finally being put to effective use."

Across Chestnut Street from the parcel is a whole-block, 300,000-square-foot site that was purchased by Phipps Houses, one of the city's largest affordable-housing builders, for $36 million in May. The company is already in negotiations with the de Blasio administration to build what many expect to be 900 units of affordable housing.
