I think the picture was taken from the roof of a building (or maybe the aircraft carrier) on the Westside Highway somewhere from 30th Street to 50th Street in Manhattan looking south south east toward the financial district. The foreground - car, hill, street, some low-rise background buildings - are all spliced in from a different photograph.

maybe its a combination of a few cities including NYC and SF...?

Its so weird that they'd splice together a scene for a music video, I mean theres far better natural views to be found around NY, why would they take the time to do this. I beleive it may be fabricated but still the whole concept is odd.

Also for those who care this is a 2 second scene near the beginning of the music video for "21 questions" by 50 cent, produced in 2003. During this scene he yells "new york city". Regardless, the whole thing is awkward and confusing hence the thread.

it is definitly NYC...i watched the video and it is a little higher quality and the Empire State Building is clearly visible on the left side of the picture...the foreground is just edited in...unfortunately...i dont know how to capture the image and put it on here...

Nothing in that pic looks like SF to this San Franciscan, so if it is a splice it's NYC and something that isn't SF.

Heres your city -- took this yesterday from the Hudson river in greenwich village. The pic from the video is taken from a little further in manhattan changing the angle a little. The hill is a mystery to me tho.
