probably it "belongs" to someone who uses him (the horse) to pull a cart and collect recycable garbage.

just the same way its not simple to enforce laws to remove illegally built shantytowns, its not simple to enforce laws that forbid horses in these poor neighborhoods. In a better neighborhood, a stray horse would probably be removed.

obviously, the bridge was built first, and the homes were built later, ILLEGALLY, taking advantage of the bridge structure to provide shelter (your roof can be simpler quality if the bridge will protect it against direct rain).

It looks really bad, but it is at least good that they are developing these areas. It seems they are doing well with the develoment. But can the poor people stay in the area after it has been developed?

it looks quite obvious those news buildings are public housing projects built EXACTLY for that poor population

who from upper or middle classes, in their right mind, would pay for apartments in those ugly buildings, with not even a garage?

Crazy, I took this exact same shot a few months ago.

Funny seeing that one with the horse. When I was in Salvador I saw several horses galloping along the median of a divided highway, cars whizzing past in both directions. One of those WTF moments.

wow, almost the exact same angle. If your photo didnt show less of that green house in the bottom, I would say is the SAME photo.

anyway, I wonder why the fascination, specially by DToronto, with BRAZILIAN poverty. Its not as if other latin american countries, as well as most of Africa and a big part of southerastern Asia had less poverty.
