Thats the Port Authority Bus ramp. Connects it to the Bus Terminal and is the passage way for buses coming from the Lincoln Tunnel.

^not what is in question, those ramps are not in that frame. What that is 33rd street, which presently bows in a u shape On that block, it will be razed and then raised, and supposedly related will have connections either between its properties or the subway underground under the new street

^ That's a city issue. It was decided that everything will be brought to grade before a developer was selected for the project. The railyard itself is at grade on the western end.

The road that it would interesct and currently is on a lower level is W33rd St. As you can see, that street go down from the corner on the left side, and then, not seen in the picture, it goes up again, so it has a concave form in elevation. You can see there is a small, one story building in the lower part, in what would be the intesection of W33rd St. the dead end road, next to it an old brick building of about 12 stories, that is the current headquarter of Coach. which will be vacated very soon once Coach moves to its new headquarters in the brand new 10HY.

Once Coach vacates that building it will be demolished, along with the small one story building next door. Later, the level of W33rd St. which gives access to those buildings, could be raised, to the level of the dead end road, then both intersecting at the same level, that is also the level of the platform.

This update could really apply for any of the yard towers, but in any case, the HY! Lots of stuff is rising as you can tell.

Hopefully they demo that McDonald's soon for 50 Hudson. It closed down several months ago. There is scaffolding on the old Coach building which you are referring to. The brown highrise right by 30 Hudson. Usually a prelude to demo.
