I guess its a SSP thing, but I work in construction and this would definitely be considered "under construction". Just sayin...

They have projects around the globe in their database, and many have gone to site prep without going further. Then again, Bangkok's got some unfinished skyscrapers that date back a decade or more.

The reason I say is site prep on this one is pretty much done. They are either digging for the tower crane base currently or are digging elevator pits. I'm a PM for a retailer here and we classify site prep 'complete' when clearing, grubbing and leveling has finished. Once the pad commences, we are officially 'under construction'.

Tower crane base is as well onsite. It is located about mid-point along sidewalk, between both sidewalk enclosures.

Art Deco revival? Nah. But it's a beautiful looking building. If only it was a dozen floors taller, it would draw attention to this timeless art form. I'm hoping the piece above the entrance stays, and isn't degraded to something "modern" and boring.
