This is way OT, but this is correct. More specifically, renovating ground floor of parking garages into commercial isn’t very easy or cheap.
You have differentials between the sidewalk grade and the level of the parking deck. Low roof height issues. Sloping floor issues. Structural issues. Things like fire risers, electrical panels, and low hanging sprinkler lines fouling up the walls. Ingress/egress patterns within the garage itself. Difficulty of installing sanitary sewer. And at the end of all that, code and life safety complications.
Most of these shouldn’t be fatal flaws, but they can tip a project from marginally profitable to extremely unprofitable.
And Spring Street retail isn't exactly booming, either.
Developer tax credits would probably help make more of these happen, but they'll be rare regardless imo.
