If you happen to spot it in your searching for NCIS, that would be super. And if there's anything you're stuck on in your own hunt, let me know. It does get easier, but every so often you hit a wall and it gets sooo frustrating.

It's going to be quite a long time before I hit a wall with NCIS, thankfully. I'm quite early along, really - mostly still doing the easy stuff as I see it in TV broadcasts - USA plays tons of episodes.
I found your SMK location, though! 16101 Ventura Blvd, Encino.
Your episode screen cap:
Unfortunately, the motel has been replaced by a shopping center. This happened between 1989 and 1994.
The L-shaped motel is visible only in the oldest aerial from Google Earth, from August 1989. I tried to match the angle of the screen cap:
A shopping center with a circular area in the middle takes up the whole footprint of the old motel, as well as another building that was at the corner of Ventura & Woodley. But, the two big buildings are still there to confirm, particularly the building across the street, whose white trim is not symmetrical.
Google Earth's 1994 aerial shows the shopping center, possibly under construction but it's too washed out for me to tell.
Here's the best angle I can get with Google Maps:
