The tower which the Waldorf will occupy--at 636 ft--is part of the Oceanwide Center project which is made up of 2 towers and is going up simultaneously (i.e. now). In fact, they seem to be excavating the foundation of that tower before the taller tower.
Once these 2 are completed, Parcel F, if it proceeds soon, will probably be the tallest going up for quite a while. While some "pretty tall" towers are planned for "the Hub"--in the vicinity of the Market/Van Ness intersection--none would be taller than the one planned for Parcel F.
