Definitely not the artists I would have chosen. Their stuff is colourful, but it looks very ghetto.

I don't believe so. But they can change intensity to create a pulsating effect.

The hydro substation on West 6th has an LED art piece on it
(poorly exposed pic) - it changes colours...
