Cinemark announced its intent to build a 12-screen, all-digital theater Wednesday at one of Temple’s oldest shopping centers in fall 2013.

Temple's new home boom building a stronger economic base

Home construction heated up this summer as Temple housing activity doubled in July and August compared to the same period last year.

Single-family home permits climbed 120 percent in August and 76 percent in July compared to 2011, according to the city of Temple. Ninety-two permits were filed during the two-month period, up from 46 last year.

East Village Residential Community U/C

At its annual Homecoming meeting, the Baylor Board of Regents approved $120 million in capital improvements, the largest investment in construction on the Baylor campus since the Baylor Sciences Building in 2004. Construction will be financed through the issuance of bonds and will include a new 700-bed residential complex and dining facility on the east side of campus, the renovation of the Marrs McLean Science Building, and Phase 2 of initial construction on academic and research space in the Baylor Research and Innovation Collaborative (BRIC).

The $70 million, 238,715-square-foot East Village Residential Community will consist of two four-story facilities: the 354-bed North Residential Community that will include the Engineering and Computer Science Residential College and the 347-bed South Residential Community that will include the Science and Health Living-Learning Community. The facilities will feature a variety of living spaces, from semi-suites to apartment-style living, as well as study and seminar spaces, student lounge areas, media and game rooms, faculty offices, staff apartments and faculty master apartments. The East Village Residential Community will be built along Bagby Avenue between Second and Fourth streets.

The East Village Residential Community is part of the 21st Century Project of the Association of College and University Housing Officers-International, an innovative national effort to plan a prototype residence hall of the 21st century. Baylor was chosen in 2009 as one of only three higher education institutions to participate in the project.

The East Village project also includes the construction of a 33,170-square-foot, two-story dining hall, which will accommodate more than 500 students on the east side of campus.

Work on downtown Waco development Franklin Place begins this week

Work will begin this week on a $16.8 million project downtown called Franklin Place, with backers of the project saying Friday they have overcome financing obstacles.

The $9.1 million first phase of the mixed-use development will include 63 living units and 9,800 square feet of retail space on a site bounded by Franklin and Mary avenues and South Sixth and Seventh streets.

Developer Jerry Dyer Jr. said the four-story, 56,150-square-foot building for housing will have a pool and fitness center.

He hopes to attract a restaurant to the corner of Sixth Street and Franklin Avenue. He also would like to see a small grocery store that sells such essential items as like milk, bread and toiletry items.

Dyer said he is relieved the long and sometimes frustrating process of starting work on Franklin Place has come to a close.

He said his development group faced a $400,000 shortfall because the city of Waco wanted it to install all sidewalks and lighting related to Franklin Place up front to qualify for Tax Increment Financing money.

Dyer is developing the site in two phases and wanted to make public improvements over time.

On Oct. 2, Waco City Council agreed to compromise. It voted to give the development group $1.38 million for the first phase — slightly less than the council had approved on a preliminary vote, but with the concession that Dyer will not have to build sidewalks on the second phase of the project until that phase is completed.

“That saved us $150,000 and we put some extra cash behind the deal,” Dyer said.

He now hopes to have the initial stage of Franklin Place completed by August 2013.

Waco looks to east side river trails to boost development

Waco leaders are betting on trails as a first step in turning the Brazos River’s east bank into a destination for recreation and development.

The city is about to begin work on a 1.3-mile, $2.6 million extension of the walkway system from Herring Avenue to the confluence of the Brazos and Bosque rivers.

The lighted concrete trail will run through the recently renovated Brazos Park East and provide a pedestrian connection to a park that has been accessible only by highway.

Officials also are seeking millions of dollars in federal grants to extend the east side trail from Franklin Avenue to the new Baylor Stadium and on to the LaSalle Avenue bridge.

Baylor University is planning to build more than 1,500 feet of riverside trail to complement the stadium, as well as a 35-foot-wide footbridge across the Brazos River.

All those projects combined would add 3.3 miles to Waco’s system of lighted and paved riverside trails, increasing its length by nearly 70 percent.

City Manager Larry Groth said the stadium is generating development momentum along the river’s east side. He would like potential developers to see a river trail running from LaSalle all the way to Brazos Park East.

“Putting those public structures in first makes it a lot easier to come in on the private side and start developing,” Groth said.

Tenants continue to sign on the dotted line for space in Lakewood Center, at Wooded Acres and Valley Mills drives, where heavy equipment and construction crews have gathered.

Real estate agent Mike Meadows said deals recently were struck with Smashburger, a restaurant chain founded in Denver five years ago that quickly is spreading nationally; and Fantastic Sams, a full-service hair-care chain.

The Tribune-Herald earlier reported that Austin-based Mama Fu’s Asian House also has signed a lease.

“These three will occupy an 8,500-square-foot strip and we’re waiting on a signature for a fourth,” Meadows said, adding negotiations continue with “food and non-food prospects” that would build on outparcels.

On this same corner, a German-based grocery chain called Aldi continues site work for a 16,000-square-foot store that could open by winter, according to Waco real estate developer Gordon Harriman III.

Don-Nan to pump up Temple economy

A Midland company is building a $4 million pump manufacturing facility in Temple to capitalize on the exploration boom in West Texas and the surplus of workers from nearby Fort Hood.

Don-Nan Pump & Supply Co. plans to start construction this year on the 45,000-square-foot manufacturing, warehouse and distribution center. The facility, which would be on an 8-acre tract at the Temple Economic Development Corp.’s Enterprise Park, is scheduled to be completed by summer 2013.

Baylor entrepreneurship student seeks city council approval of riverboat operation on Brazos

An entrepreneur is seeking Waco City Council permission today to operate a riverboat on the Brazos River and develop a downtown landing where customers could board or enjoy a beer.

If the agreement is approved, Bryan Carter of Brazos Queen II LLC said he has a Missouri-based shipyard ready to build the riverboat, and he expects to begin tours next summer.

The 120-foot-long riverboat, called the Brazos Queen II, would be available for private functions and regular tours upstream to the confluence of the Brazos and Bosque Rivers, Carter said.

The two-level boat would have a passenger capacity of 150 to 200.

Bryan Carter of Brazos Queen II LLC said he has a Missouri-based shipyard ready to build a riverboat, and he expects to begin tours on the Brazos River next summer.

Carter said the project will bring community activity to a neglected portion of the riverwalk.

Waco Foundation gives $75K grant for East Waco development

The Waco Foundation is giving $74,663 to help create the East Waco Community Development Plan.

The nonprofit group Waco Community Development has been working with East Waco neighborhoods, schools and churches to develop a vision to improve the area.

The Waco Foundation grant will help turn those discussions into an action plan with strategies for housing, education and other needs.

Waco Community Development is best known for its work in North Waco, where since 2001 it has built 46 homes and renovated 16.

The nonprofit group has helped 187 people become homeowners and has supported neighborhood schools.

East Waco leaders said in a press release they are looking forward to similar successes in their part of Waco

The crane for the new 5 story S&W pediatric clinic has been installed today. That make 2 tower cranes over Temple. The other one is for the Panda natural gas power plant.

Apartments may join Woodway development on Highway 84

A Colorado-based group wants to place a 242-unit apartment village in The Colonnade, a mixed-use development taking shape on U.S. Highway 84 in Woodway, adjacent to the Hollywood Jewel theater.

But Woodway officials are pondering the wisdom of allowing a development of that density within the city limits.

The community now has a few scattered townhouses, “but we don’t have an ordinance to deal with an apartment project this massive,” City Manager Yost Zakhary said.
