The concrete that was poured was clearly not structural in nature - you can see how thin it is if you zoom in - so forming some kind of protective membrane to prevent or slow water intrusion is the only purpose I could surmise it might have. There is a relatively high water table in parts of downtown (precisely why Spring Street has it's name), so this may be what's going here as well.
Excellent speculation though. They are commonly known as a 'rat' slab or 'waste' slab. It forms a smooth solid substrate for waterproofing and the primary foundation reinforcement. Totally non-structural. I've done them on super high end houses and commercial buildings with basements.

^ Yup, that's the first crane ready, and the parts for the second are being delivered to the site as we speak, er, type. Pretty surprised to see luffing cranes on this site. Makes sense to see them at the Wilshire Grand site, but usually on big open sites like this downtown you see the more standard tower crane with the fixed horizontal jib and large counter-jib.

The only bummer about the second crane going up is that we can't see the progress of the Wilshire Grand from the Metropolis webcam as it blocks it now. Small price to pay, I guess, for progress on this site.

Well, actually that's a bummer.

But we get still updates via pictures.

^^^They'll be lifted as necessary. I believe that more crane pieces = higher rental cost, and these things can cost $1000/day or more, depending on the market. For taller towers they never just plop down a full height crane! The poor operator has to climb up the shaft, and there is more instability the higher the crane is without substantial supports (eg joists attaching to the frame of an UC tower, or a crane shaft up a building, such as in the core).

If you want a lesson in cranes and the variety they come in and how they operate, just come visit the San Francisco sub-forum - we have a TON of cranes up right now Just teasing

I'm VERY excited for this project. Will make a large impact.

Yeah, they're lifted. The cranes for what will soon be the tallest building in the west would be freakishly tall right now if they had their full height when construction begins.

Good to hear ^^^

Snapped a couple yesterday of the cranes from about a block away. Gives you a slight idea how the towers may look?
