There are stairs visible in the steel "core". I was in an extreme hurry and did not have time to take more pics. I have yet to see the crane actually in use.

The rumour I've been hearing is that baydo bought the crane in an effort to save on construction costs but once it was erected, it was discovered that the crane was not certified and now apparently there is a lawsuit between them and the seller. Again, that's just the rumour I've heard

I've heard (definitely qualifies as rumour, though from a solid source) that concerns with the crane base design have prevented them from certifying the crane for use until it can be tied into the structure after the main floor is poured.

Yes....I also heard rumours that they were in some dispute with the provider of the crane over it meeting standards?? purely rumours....

I think that is why the "boom" crane is there (I have no idea what it is actually called)

Generally, it's not much cheaper but it may be when you own the structural steel contractor. Baydo owns Luna Metals.

The pace of this project seems to be very slow. Is construction for a building made from steel expected to be this slow?

^^^^ Agreed. Comparing the June 9th photo to the August 1st photo, there doesn't appear to have been much progress to the main structure, especially for a structural steel system. It does, however, appear to be utilizing an interesting composite slab design of a type that I haven't seen before, so that might be slowing things down.
