1. Civic perspective. I think they prey on people and need to be highly regulated, if allowed
2. No personally, but I will yield to public opinion on this. I just don't want high people driving cars and smoking in the apartment next to me.
3. Yes, if there is a high social cost from a health perspective. Generally governments tax unhealthy foods, like soda, or prohibit items that cause disease, like saturated fat. I think the US Government has rode this fine line well in recent years, however, I realize that it could push the bar and go overboard.

Government ought to be regulated, if allowed at all, the way it preys on people. Hell, it's still trying to deprive us of saturated fats, in spite of the fact that we've none for decades that it's not killing us.
