If this was in Utah you would either end up with just an empty field or if the building gets develop it's a 6-story building in a office park. Good luck.

If it does not pan out in Colorado Springs you should consider Pueblo. In downtown the area is rated for buildings of any height. Contact the Pueblo Economic devlopment Co for any questions you might have.
I'll add, that neither 30 nor 100 is possible under any zoning the city currently has. They'll literally have to make up a zone district for this. Which means there will be a LOT of opportunity for the public to throw stones at it.
A 30-story building would be better anyways. That's already twice as tall as anything else downtown. It's about as tall as CS could go without it just looking stupid.
You are correct sir it would look stupid example the (forget the name)800+ tower in Oklahoma city have actually been there and seen in the curtain wall if you will. Without a few neighbors in the same height range it is ostentatious overwhelming of the surrounding towers and just plain........ Well,
