Not building any supertalls does not mean a city is anti-skyscraper. The Albertan cities, for example, are building vast numbers of skyscrapers and greatly increasing their skylines, but they aren't building supertalls because they are not yet economically viable. They may be viable in a city like Vancouver, but although zoning doesn't allow for it, that doesn't mean it's anti-skyscraper, the region, especially the suburbs, are building just ridiculous numbers of small residential skyscrapers. There are plenty of anti-skyscraper councils, not doubt about it, and fighting for density is an uphill battle. But fo the most part the recession and real estate crash are the main reason for the lack of construction, i'm sure a city like Seattle would love to build more if only the demand existed there. Certainly a city like Detroit would be overjoyed if someone wanted to build a shiny new skyscraper there.
