The building is a squat ugly box and a sad excuse for a courthouse (but still not as bad as the federal courthouse on 7th). Worse, like Philaw said, it will be a magnet for the lowest life forms. If you read the papers you know what Philly's finest kids are capable of (only in Philly is the term flashmob a negative connotation). And if you've ever walked by the Municipal Court (Broad and Arch) you might have an idea of what is to come.

Who's brilliant idea was to increase the concentration of losers in this area, which will surely make Love Park, Le Meridien Hotel (over/under until they close?), and the new Dilworth Plaza even less welcoming. They may have to open a second McDonalds.
Not to excuse the behavior or in any way indicate that this absolves Philly of its many troubles (flash mobs included) but the suggestion that its a phenomenon we alone experience isn't correct:

Chicago Police Brace for 'Flash Mob' Attacks

As for the courthouse, yes, the crowd that will be attracted there is unfortunate – shoot over to the current family court at 11th bt chestnut and market to see just how much. Perhaps the silver lining is that its drag on that portion of Market East will be displaced and the court at 18th and vine, which is a beautiful building, will be repurposed to show off just how nice the inside and outside is at the base of the parkway.

Or perhaps I'm trying to polish a turd. No stopping it now!

Edit to add: PS, I love Chicago, so for those Chicagoans, this isn't a knock, just a contextual reference

Since when are they moving city council chambers to this building?

In all seriousness though, the court has to go somewhere. No matter where you situate it, it's going to attract, well, the type of person that has to go to family court. If it's going to be somewhere in Center City (which i suspect it has to for logistical reasons), there aren't many better options. As cubanChris pointed out, this is no worse a location than Logan Circle or Market East.

If we accept that the Family Court has to go somewhere, replacing a surface lot seems like the way to go. Hopefully with time the lots surrounding Hahnemann and PAFA get filled in with nicer uses.

I think the architecture, massing, and site layout work well. It may not be a signature tower, but it is good solid urban infill.

Still not above the ground yet, foundation work still underway.

Plus, it's too damn hot.

Agreed

Today wasn't too bad though.

I knew it would take a while for this thing to be above ground.

I don't care about the parking garage, this is moving so slowly. By the time this building is completed the underground parking won't be necessary since there will be teleporters (which is far into the future).

Don't hold your breath on that one . But in all seriousness, construction will hopefully be much faster now that the most time consuming portion is almost finished.

The foundation, obviously, always takes a good bit of time. RATR's foundation seemed to take six kinds of forever but once the structure started going up it went at lightspeed.
