Filmmaker buying the old Metrocenter Dillard’s building. See details.

JACKSON, Miss. (WLBT) - A former South Jackson department store could be transformed into a hub for shooting television shows and training up-and-coming filmmakers.

On Tuesday, the Jackson City Council approved selling the former Dillard’s department store for approximately $360,000.

According to city documents, the city began advertising the sale of the building last year. Just one bid was submitted, and that was from Curtis Nichouls.

The filmmaker, who is the founder of Sweet Unknown South, recently was involved in the creation of a new TV crime drama. He was shooting scenes for the show at Jackson Police headquarters last fall.

“Our plan for the facility is to create a film studio, but not just a film studio, an actual learning center for young kids and adults to come and learn the craft of filmmaking,” he said following the council vote. “That way, we’ll be able to accommodate more films here in Mississippi.”

Nichouls told the council that he hopes to reach out to kids that are currently in school, as well as those that have dropped out of school, and believes that he’ll be able to relate to them better because of his background.

The filmmaker currently volunteers at Jim Hill High School, Powell Middle School, and Jackson State University, and mentors about three dozen students.

“I believe that once the studio is up and going, there [are] a few celebrities that want to work with these students,” he said. “We’ve already partnered with IBM, Lobaki, the virtual reality company, and FCS Cybersecurity, and we’re also going to have those classes there as well.”

Nichouls said the Dillard’s will include a first-floor cafeteria kitchen, second-floor movie sets, and a third-floor area for editing, doing music, and the like. Outside, he said the parking lot will likely be transformed into a working tourist attraction.

“We’re going to film a western TV show, but we’re also going to have... a working Western town with actors that, you know, portray Westerners, have shoot-outs at noon... and things of that nature,” he said.

Ward 5 Councilman Vernon Hartley talked about the potential economic development the site could generate once it’s operational. “We’re excited about everything that Mr. Nichouls can do. We’re excited about the names... the entertainers that he can bring in. Some are recognized in the state of Mississippi, others are recognized worldwide,” he said.

“We’re also excited to have the Metrocenter active again,” he said. When you have occupants in there, that’s something productive. They’re going to, by their presence, do a certain amount of maintenance and that’s what we’re looking forward to.”

Metrocenter has been closed for approximately two years, with WLBT reporting in March 2022, that the doors to what was at one time the largest shopping center in the state had been locked. Dillard’s left the mall in 2004, according to the Clarion-Ledger, leaving just two anchors at the facility.

A Burlington Coat Factory opened inside the former mall in 2007. However, by 2022, it also was gone, according to previous WLBT reports. Jackson purchased the Dillard’s building in 2013 with hopes of bringing new business to the area. However, those hopes were never realized.

Instead, the city’s Surplus Property Committee declared the Dillard’s site to be surplus property last summer, giving the city permission to sell it. Jackson began advertising the facility last August.

For his part, Nichouls told the council he’d like to have everything up and running by October, so he can begin accepting students. However, he said the building does need some work. He also said the facility has fallen victim to copper theft.

“Our biggest issue at this moment is that we have an organized, armed ring of copper thieves with weapons and walkie-talkies that walk across the roof of the mall. They’re out of Rankin County. All the trucks that come through and pick up stuff are Rankin County,” he said. “We have had the great help of JPD... I can’t even give them enough credit [for] how they’ve been helping us.”

“We’ve arrested probably about six armed suspects that have been taking copper out of the buildings, and there’s a lot more. In fact, they saw one this morning that got away.”

Major Madison project close to completion

The growth of Mississippi-based walk-in urgent care company TrustCare continues.

Three separate TrustCare clinics in one location are planned in Madison at the former Rite-Aid Pharmacy at U.S. 51 and Madison Avenue, which is now under construction and is expected to be finished by the end of the summer.

That facility will include a children's clinic, as well as a primary clinic and an adult urgent care clinic.

TrustCare has 11 locations in Mississippi, most of which are in the Jackson metro area, with the latest being a TrustCare Kids along U.S. 80 in Brandon which opened in November 2023 adjacent to another TrustCare clinic in Brandon. The two outside the metro area are urgent care facilities in Hattesburg and Laurel.
TrustCare also added a primary care clinic in Ridgeland in The Township in 2023 with Dr. Kristi Trimm leading as a primary care physician there. However, Trimm will be moving to the new location in Madison this summer. A new leader in Ridgeland has not yet been announced.

Last year, however, TrustCare closed three locations in Alabama.

TrustCare President and CEO Warren Herring said the business model for the Alabama market just was not working.

"Sometimes you go into certain markets and the economics don't make sense and you back out of it," Herring said. "We just decided to stop investing over there, and pull that investment and invest that money in Mississippi."

The locations closed in Alabama included one on Montclair Road in Mountain Brook, one on Montgomery Highway in Vestavia Hills, and one on Crosshaven Drive in Cahaba Heights, all of which had been opened in the last three years.

"We are growing. We are not shrinking," Herring said. "So, while we are pulling back in Alabama, we are continuing to add in Mississippi. That was our main mission when we started and it's our main mission now."

Herring founded the company in 2012, which began by specializing in urgent care, but has expanded. All of the walk-in urgent care clinics are staffed with board-certified local physicians and nurse practitioners. The clinics operate 361 days per year.


Herring, 40, is also a member of the Jackson Municipal Airport Authority. He was appointed to that position in August 2022.

'Just what Madison needs'
Madison Mayor Mary Hawks Butler said the new Trustcare will be a shot in the arm for Madison since Rit eAid left that location.
While Rite Aid currently has more than 1,700 stores in 16 states, it has more than 600 stores since filing for Chapter 11 protection from creditors in October 2023.

The Madison location was closed more than two years ago, leaving the major intersection in town vacant. There are no longer any Rite Aids in Mississippi, according to the Rite Aide wesbsite.

"That is a major corner in our city, and once all of the construction is completed, it will be exactly what fits the Madison mold," Butler said. "With the current situation with Rite Aid closing stores across the country, we were looking for the perfect fit."

She said the city negotiated with representatives of the property owners to try and get something done, but that it took longer than expected.

"Sometimes things take a while, but we don't quit and we are excited about the new project," Hawkins Butler said.

The project is directly across the street from another new Madison project that Bridgeforth Rutledge put together.

Rutledge revamped and expanded the old Walgreens building into a multi-tenant building and all six spaces in the building have been leased.

He also added additional parking and access on 12 acres of additional property to the west and north. Rutledge purchased a portion of the Take 5 Oil Change property a few hundred yards north on U.S. 51 and constructed a new thoroughfare that leads from U.S. 51 to the old Walgreens shopping center development, providing alternative access and future development opportunities along the new access road.

Gautier’s Mississippi Performing Arts Center

GAUTIER, Miss. (WLOX) - More exciting news is coming for the city of Gautier. As the Sound Amphitheater prepares to open, plans for the six-million-dollar Mississippi Songwriters Performing Arts Center also move forward.

Construction on the Performing Arts Center is scheduled to begin early summer of this year and be completed winter of 2025.

“It will be going out for bid not too far down the road,” says George Cumbest, Mississippi Songwriters Alliance President. “We started working on all the programming and trying to pick personnel in that process so that we’re ready for it.”

Cumbest says as part of phase one of the the city’s town center project, the building will span 10,000 square feet of the old Singing River Mall lot.

“You’ll have the amphitheater, we are in lot five I believe and we’re kind of at that kind of angle with it,” Cumbest says. “And it will be something pretty neat to they’re going to have cabling from the amphitheater to the recording studio. Several live shows will be able to be recorded by the recording studio.”

A major feature of the facility is a Hall of Fame that will house the history of twenty-six songwriting legends from across the state. Four names will be added this year, including Willie Dixon, Howlin Wolf, Muddy Waters, and Jug’s Corner.

“We’re planning to develop the memorabilia from the artist, the guitars, the lyric sheets, clothes, and whatever we can hold for the exhibit,” says Cumbest. “So, we’re in the middle of getting all that together and developing some programs. There’s like four hundred million cuts off of these 26 artists all from Mississippi. If you look at Mississippi from the songwriter’s perspective the influence they’ve had on the entire world is just amazing. That’s what kind of spurred the whole project is that it’s just a great culture and a great history that we have here and we want to showcase that.”

The space will also include other exhibits, engineering workshops, a recording studio, music education classes, and more.

“The primary thing will be the exhibits with the histories of the songwriters and the history of the songwriter stories and the memorabilia that will be the primary function there,” says Cumbest. “There will be a recording studio in there that will be able to bring kids from museums. We’ve already had teachers interested in coming to the place and be able to tour the recording studio in the exhibits and then tied in with the park so that’ll be attraction.”

Construction complete on first building for new Stone County High School campus

STONE COUNTY, Miss. (WLOX) - Construction on the New Stone County High campus is making headway as the Career and Technical Education (CTE) Center is now complete. It’s just the beginning of a fresh start for school.

The 22,000-square-foot facility is the first building finished on the new campus, located off of Highway 49.

“It’s going to include teaching and education classes,” says Cheryl Lombardi, Orocon Construction Project Manager. “It’s going to have medical health classes. There’s going to be a kitchen where the kids can learn how to be chefs, sous chefs, etcetera. Then, the biggest classrooms are the welding shops, so it’s very exciting for Stone County.”

Orocon Construction was awarded the $8 million project in June 2022. Lombardi says they reached substantial completion last week.

“We’ve had a couple change orders that added some scope to our project, but we have finished in a year and a half,” Lombardi says. “A new project is beginning for four more classrooms that will finish out this building. So, the architect is Eley Guild Hardy and we are the general contractor, Orocon Construction. We had over thirty subcontractors help us build this building for the last year and a half.”

The next phase of the project will tackle the rest of the million-dollar campus, which includes a gym, a cafeteria and academic wing being built by another company.

As for Orocon, the current focus is chipping away at a punch-list for the CTE building.

“A punch-list entails all the details that we may have missed or items that stand out because we just don’t see them... like touching up paint here and there, rubber base that’s bubbling out, a piece of tile that may be missing in a corner and things like that... just minor items,” Lombardi says.
The final step for the Career Technical and Education Center is to test and provide training on its fire alarm, intercom and automation systems.

The project manager says the remainder of the Stone County High School Campus went out for bid last month.

WORK UNDER WAY BEHIND FONDREN ENTERTAINMENT DISTRICT TO RELIEVE PARKING ISSUES

Construction on the foundation for the Fondren parking garage should be wrapped up by the end of April.

“We’ll start going vertical after that, which should put us in a position to have the structure completed by September,” said Jason Watkins of Jackson, who along with David Pharr of Jackson is managing the project.

After the structure is finished, an elevator will be installed, and then striping will be added for the 500 parking spots.

“That will carry us into October before we’re open for business,” Watkins said.

The garage, which occupies land behind the Fondren Entertainment District (The Pearl tiki bar, Highball Lanes bowling alley and the Capri Theatre), will be well lit inside and also have its own armed security guard as “an extra step of precaution,” he said.
With entrances off North State Street and Mitchell Avenue, the garage will provide parking that customers visiting restaurants and other businesses in the area will pay to use. It will also provide parking for monthly tenants.

Watkins and Pharr, who developed the Fondren Entertainment District are supervising the project because the location is tied to the entertainment district and they have an established business relationship with a contractor, which is expected to make construction as efficient and affordable as possible.

AnderCorp, which has offices in Fondren in Jackson and in Gulfport, is handling the sitework and construction.

The project was initially expected to come in at $15 million but now is estimated to cost between $18 million and $19 million.

The cost of materials increased and the sitework ended up being more involved than expected.

“The soil was worse than the initial boring indicated,” Watkins said. “We had to dig out additional soil from what we planned and had to bring in more soil. That involved moving the storm drainage from where it was planned.”

The garage was initially designed using pre-cast panels but the cost of those rose and the lead time to get them increased. Now, the garage will be a more traditional concrete design that is built in place, he said.

Senate Bill 3150, which was passed in 2022, authorized up to $20 million in bonds to be issued by the Hinds County Development Project Loan Fund “to assist in the development and construction of infrastructure improvements, including a structured parking facility, and other improvements associated with an entertainment development project.”

“State leadership – the governor and speaker of the House of Representatives – directed it this way,” Watkins said. “They saw the need for this garage. It was their choice to help it in this fashion.”
Watkins said Hinds County receives a report each month about expenses related to the project. “They fund it, and we pay the contractors,” he said.

The supervisors will be responsible for paying back the loan, Watkins said. Revenue from drivers paying to use the garage for a short time and fees paid by monthly users will go toward the loan, he said.

Hinds County will become the owner of the garage after it is completed, Watkins said.

“It will be the county’s long-term asset,” he said. “We have no interest in being the owner of the garage.”

Plans call for a professional management company to lease and operate the garage, Watkins said. “We haven’t signed a contract yet with a parking management company,” he said.

In February 2022, the Hinds County Board of Supervisors approved the general concept of the garage and voted to move forward with the legislation.

Pharr and Watkins met with a consultant who specializes in parking garages, who indicated that a garage for 500 vehicles would be the right size to accommodate businesses in the area and allow for the area’s future growth.

In a state where drivers like the convenience of front door parking, Pharr believes drivers will use the garage because it will offer an alternative to circling the block and looking for an open parking place.

“We think people will like the predictability and security of a parking lot,” he said.

Watkins doesn’t expect the garage to be fully utilized after it opens until drivers get comfortable to using it.

“I don’t expect that when it opens it will be full the first day or few months, but it will scale up as people understand how easy it is,” he said. “I think it’s much more reasonable to expect it will take a good year to understand how easy it is to use.”
To pay for parking in the garage, a driver will use a cell phone app and credit card, he said. The rate has not been determined but Watkins expects it will be about $3 an hour.

He said has spoken with the Jones Walker law firm, which last year moved its more than 60 attorneys and staff into the top two floors of the Fondren Building, about its employees using the garage as monthly tenants. “I think there’s a lot of interest,” he said.

Nathan Glenn, owner of Rooster’s and Basil’s restaurants in the Fondren Corner Building, welcomes the additional parking.

“Parking is the one thing everyone complains about in Fondren,” he said. “Any additional parking would be good. I think it will be good for the entire area.”

The construction of the garage has meant the parking that existed behind the Fondren Entertainment District is no longer usable and that has further heightened the need for additional parking.
“It’s exposed how little parking there is,” Watkins said. “We think people are getting desperate for parking.”

The lack of parking in Fondren has been an issue for many years with various solutions considered.

In 2006, the Fondren Express Trolley that circulated in the neighborhood’s business district was hailed as a way people could deal with the lack of parking. It operated for several years but no longer does.

In 2018, the idea of parking limits in certain areas in the Fondren Business District and permits for long-term parking on residential streets was explored by the city, but nothing came of it.

In 2019, the city of Jackson announced plans to install parking meters in Fondren along North State Street and Duling Avenue, study the impact of the meters and if they should be installed elsewhere in the city. The plans were sidelined after residents opposed the idea.

In 2022, Andrew Mattiace and Mike Peters announced plans for a new six-story apartment building, to be known as Fondren Place 2, to be built behind the Duling School complex. The project was to include two floors of parking that would support the existing commercial uses along Duling Avenue, but the project has not moved forward.

MAJOR MADISON COUNTY SCHOOLS PROJECTS STILL ON SCHEDULE SUMMER COMPLETION

Construction is under way to modify the front entrance at Madison Station Elementary School and address foundation issues.

The construction has necessitated changing the usual routes for carpool around the school in the morning and afternoon, but classes are not impacted by the construction and school is able to take place as usual, said Gene A. Wright, director of communications for the Madison County Schools (MCS).

The work should be completed by mid-July, she said.

During the summer break, Madison Station will have a new roof installed as well as a new HVAC system. That construction should be finished before school starts for the 2024-2025 academic year, Wright said.

Construction is on schedule for the $6-million tennis complex, which is located near Rosa Scott School, and will serve all four zones of Madison County Schools, including Madison, Ridgeland, Germantown and Velma Jackson.
“If you drive by it, you can see the progress moving forward every day,” Wright said.

While construction of the complex will be finished this summer, the lights will not be operational until fall.

“There has been a supply chain delay in receiving the electrical transformer box, but once it arrives this fall all 12 tennis courts will be lighted for play in the evening,” she said.

Wier Boerner Allin Architecture designed the complex, and Probity Contracting Group is the contractor.

Currently there are no tennis courts in Madison County Schools, and tennis teams rent tennis courts for practice and play, Wright said. Construction on a $44-million project to expand Germantown High School and add a performing arts center is also on schedule.

Next fall the school will open with a 24-classroom addition, and by December the two-story, 1,200-seat, state-of-the-art performing arts center should be complete, Wright said.

The addition of the new classrooms and performing arts center is the largest project within the Madison County Schools since 2016 when Mannsdale Upper Elementary opened for grades 3-5 on the western side of the Germantown zone.

JBHM Architecture created the project plans, and AnderCorp is the construction firm for the Germantown High project.

During the summer months every campus in the district will have improvement projects taking place, as is the case every year as they are needed and requested by each principal, Wright said.

City and community leaders celebrate completion of Riverside Drive project

JACKSON, Miss. (WLBT) - Jackson city leaders celebrated on Friday as they marked the completion of a road rehabilitation project that has been in the works for the better part of a decade.

On Friday, a ribbon-cutting ceremony was held for the Riverside Drive Rehabilitation Project.

Ward 7 Councilwoman Virgi Lindsay told those gathered that the project had been in the works for years and that its completion is the result of a “very intentional effort by the community, the One-Percent Sales Tax Commission, and the city to take what was a street in very ragged condition and turn it into something that is a showpiece.”

She thanked various individuals and groups for their involvement, including outgoing City Engineer Robert Lee, Hemphill Construction, and Waggoner Engineering, the two firms working on the project.

“I saw you working in all kinds of weather conditions and really suffering through some intense heat and then some horrible cold,” she said. “This has not been a project for the faint of heart and you went from many feet under the ground all the way to the surface.”

The more than $14.4 million project included rebuilding the street from the I-55 North flyover bridge to Peachtree Street in Belhaven. The project also called for replacing and rehabbing the water and sewer lines underneath the roadway and adding walking and biking paths.

“The water line was leaking. The sewer was questionable. We had oak trees drinking out of the storm drain. A total reconstruction was needed,” Lee said. “But the neighborhood was very clear, ‘We love the oak trees. We want to keep the oak trees.’”

Lee said the city worked with an arborist to save as many of the iconic oak trees lining the median as possible.

Contractors also reduced the street from four lanes to two, to help calm traffic.

“What we have is one lane in each direction that can accommodate cars and even trucks that need to come in for deliveries, and left behind the sidewalk on this side, and a bike trail on this side,” he said, pointing to each side of the roadway.

He said trails along Riverside already connect to the walking paths across the interstate. Meanwhile, plans are in the works to continue expanding the trail system to provide a walking and biking path to downtown Jackson.

“Eventually, you’ll be able to actually ride a bicycle from the University down Riverside, down the Museum Trail, past the water plant, through Belhaven to downtown.”

The project was funded using bond money, which will be paid off over time with Jackson’s one-percent infrastructure tax.

The commission approved funding the $30 million bond several years ago to fund several major road projects, including Riverside.

The project ended up being hundreds of thousands of dollars more expensive and fell hundreds of days behind after the city failed to pay contractors due to a clerical error.

Even so, Mayor Chokwe Antar Lumumba said the project’s completion should be an encouragement to people across Jackson that their community’s needs will be met.

“Instead of focusing on any differences that may exist, we will demonstrate our willingness and our resolve to work together in order to accomplish [what] the community needs,” he said.

“This was a road that was in deplorable condition. And this community was in need of relief, much like many of our communities across the city,” he continued. “We hope by demonstrating... that we can accomplish this, it will leave other residents hopeful that we will tackle the challenges that they have across the city, and in fact, have done so.”

Calico Station, a mixed-use development from K Moye Land Design and Development, should be finished with the first phase by mid-summer.

“It’s a historic renovation,” said owner Ken Moye. “We’ve been working on it for a little over a year now. We started back January with some initial renovations and demolition and now we are getting into the heat of the construction.”

In addition to a food hall, the development will feature co-working areas, a private event space, a cafe, a rooftop restaurant, a daiquiri lounge and an outdoor pool.

“We think we are filling the gap of a lot of opportunity and activity that is missing downtown, so we think we are going to be a great asset to work together with all the other business owners and bring something to the table that is unique to invite people to downtown as a whole,” Moye said.

The building is nearly 100 years old and first started as a meat packing plant. It later was transformed into the Calico Mall for antique enthusiasts.

“That is one of the reasons we are preserving the name Calico Station because it was the Calico Mall previously so we kept that same feel going and we want to make sure we keep the traditions of the previous owner,” Moye said.

Similar to other downtown projects, like the Komp Building Lofts, Moye’s group applied for historic tax credits to help offset some of the costs.
“Tax credits are a very important part of this project,” Moye said. “It puts the equity part to make it more feasible, so you don’t have to bring as much capital. You don’t have to as much of a loan to give this project more opportunity to take a chance on some of the different concepts that we talked about. So that aspect is very vital to this project.”

Developers worked hard to preserve the original bricks, columns and beams throughout the building.

“We want to maintain a nostalgic feel of the building and preserve all of the historic qualities,” Moye said. “Bring attention to those from the window perspective, door perspective, our floors are going to be preserved to bring back the original wood floors in certain areas.”

Food hall concepts can be found in larger cities like New Orleans, Birmingham and Atlanta.
The idea is to allow restaurant owners a chance to work on a business concept without the overhead cost of a facility.

The Calico Station will feature a total of four vendors with a shared kitchen, cold storage and dry storage.

Once complete, the building is expected to feature a cafe with coffee, sandwiches and other light food items that differ from vendor options.

A co-working space, or business incubator, will be in the basement of the building.
Moye also plans to offer a multi-floor event space to rent for special occasions like baby showers, office parties or other activities.

An elevator and a staircase will bring customers to the rooftop for access to an anchor restaurant and daiquiri bar.

Right now, Moye said Monica’s Caribbean Restaurant, which was previously located on U.S. 98, is set to be the rooftop restaurant.

“The daiquiri component is on the other side of the restaurant on the rooftop,” said Moye.
Finally, outside of the building, developers are working to add an outdoor pool and cabanas.

“One of our main components is an outdoor seating area that will be converted to a pool,” Moye said. “A pool amenity. So we will have a public pool. Membership only, people can get access to and have a cool environment in the downtown.”

Crews hope to be done with the first phase of construction in June with some operations ready in July.

“it couldn’t be done without a great team and a great working relationship with the guys that’s been on the Calico development team and the K Moye Land and Development team, and also our construction team so just want to give them a shout-out for all the great work they’ve done,” Moye said.
Moye said they are still looking for entrepreneurs to lease and join the team.

Farm Systems, Inc. begins construction on new building

LAUREL, Miss. (WDAM) - After a long journey to recovery due to a fire, a poultry store in Jones County is in the process of rebuilding its warehouse for customers.
Farm Systems, Inc. has been operating out of a small warehouse building since the fire that happened late last year, but now they are working on a new place to call home.

“Seeing this getting torn down from the fire was just a hard thing to watch,” said Anna Harrison, store manager.

The fire back in October was a major loss, causing them to completely tear down to rebuild.
“It made for a tough night and lots of tough hard days trying to clean up and dig out of the ashes and get ready to start back,” said Brian Phillips, general manager.

Managers said there was no definite cause of the fire.

Construction on the new building started just four days ago and workers have already made progress with the frame of the 27,000-square-foot building already standing.

The store is well-stocked with everything poultry producers might need for chicken houses.
The inventory in the warehouse building will be filled up back in the original building with even more items for purchase.

“What we’re working on now is getting fully functional back with what we call a one-stop shop store where we do sporting goods, poultry, hunting accessories, guns, ammo and clothing,” Harrison said.

Managers say they have been struggling getting customers to notice the open sign, but want them to know they are still here for their needs.

“We’ve added some signs by the road just to let everybody know that we’re here. been a little bit quieter, but we still try to keep on so we won’t lose any business,” Harrison said.
The store plans to open the new building at the beginning of August.

Mushrooming construction costs delay Eola project

NATCHEZ—Natchez Mayor Dan Gibson said that while he still thinks a renovated Eola Hotel will reopen in Natchez, he shares the community’s frustration that the project has taken so long. “It should come as no surprise to anyone that getting the Eola done has not only been a top priority but also one of my top frustrations during the entire time I’ve been mayor thus far,” Gibson said. The development team, which consists of Randy Roth of Milwaukee, Wisconsin-based, Endeavour Corp. and Eola Hotel owner Robert Lubin, remains committed to the project, Gibson said.

“Over the last two weeks, two major investors have finally come forward with major financial commitments. I can’t give details or amounts yet, due to requests made by the development team,” Gibson said. “While this is good news, I can’t hide the fact that I’m still frustrated. We are about to begin our second term and I truly hoped we would be in construction this year.” Estimated construction costs for the Eola project have mushroomed to more than $30 million since the project was announced in August 2021. Parking garage back in the works



The city accepted the donation of the Fry Building at the corner of South Pearl and Franklin Street next door to the Eola, which was originally planned to be demolished, and a parking garage in its place as part of the Eola project. However, because of soaring estimates of Eola construction costs, Gibson said, the parking garage project was scrapped and the Tax Increment Financing funds that were aimed at helping finance the parking garage were redirected into the hotel project. “So many great things have been happening downtown and we are now faced with a real parking dilemma,” the mayor said. “Over the last month, we have had several meetings with the Eola development team. And over the past 10 days, we have also met with their architect and engineers and our bond attorneys and we have told them all the same thing. They have to get the cost of the project down because we have to build a parking garage and we have to go back to our original strategy that we had in 2021 when the Fry Building was donated to the city. We need parking now more than ever and it is very important that they now develop a strategy that can renovate the Eola while allowing us to construct a parking garage with the TIF bond funds. We may be able to have a strategy that allows some of the TIF funding to go to the project, but definitely not the $4 million they requested.” The city is working now with consultants on what will soon be phase one of an environmental abatement of the Fry Building, which will lead to a phase two demolition of the building, Gibson said.

“Over the past year, while we have been working with the Eola team and having so many meetings, we have had something else happening. Loss Prevention, located on Franklin Street across from the Fry Building, is growing at such a pace that they have embarked upon phase two of their growth plan. They have maxed out at over 220 jobs and they now are working on a plan that will add another 100 jobs over the next year and a half,” Gibson said. “In addition to that, we have had other projects taking place downtown. Some have been completed, some are about to begin and we are also about to renovate our convention center, civic center and our city auditorium. If ever we have had parking problems, we have them now. While that’s a sign of growth and some say good problems to have, it’s still a problem.” Taxpayer funding In February 2023, the Board of Aldermen took the beginning steps in the process to create TIF funding of about $4 million for use with the hotel project. Those funds will come from a Mississippi Development Authority tourism rebate program, which Gibson called a souped-up TIF program. “For projects that have a tourism component, it allows more of the sales tax dollars to go to the retirement of the debt than a traditional TIF allows,” he said. Some have criticized the use of taxpayer funding for the Eola project. “TIF funds were used to build the Holiday Inn and the Grand Hotel. We are so grateful to have the wisest counsel available to us about how to properly leverage these bonds to avoid risk on the city’s part and I can assure anyone who is concerned that this city and this administration will not consider any deal that would put our taxpayers at risk or put our bond rating at risk,” Gibson said. Construction on the Eola in 2025? Gibson said 100 percent of the pre-development budget for the Eola project has been funded by the development team, including owner Robert Lubin and Randy Roth of Endeavour. “That does not include the two large commitments to the project made recently. Having the pre-development budget fully funded has allowed the team to embark on the architectural design with architect Dale Partners Architects of Jackson and has allowed them to geo-map the entire property, which is now complete. The architects are now fully engaged in drawing the plans with support from the interior design firm, Feltus Hawkins Design, and the construction firm Anderson Corp., located on the coast, who will be the contractor on the project,” he said. However, the project is not as yet fully funded. “We are still a ways away. The capital stack that is being considered now includes traditional financing. Still, the larger portion involves selling historic tax credits, new market tax credits, and attracting new investors and other financing scenarios. “Based on the progress that has been made over the past two months, they are feeling very good about a construction date in 2025. I know the first thing people will say is, ‘Well, we had a banner that said 2023, and it’s down and we are in 2024 and you are saying 2025 now?’ My answer is this. We have worked as hard as we can. If anyone has a better idea or way to fund this project that we haven’t considered, we are all ears,” Gibson said. For now, making repairs and cleaning up This week, contractors removed sheets of stucco that were at risk of falling off the Eola building. “We actually gave the development team an ultimatum. We told them it was a liability to them and to our city and that it had to be remediated and remediated soon,” Gibson said. “We are so grateful they are taking care of it. “I also want to give them a really good shoutout because on one of the tours of the hotel last week I saw they have really cleaned up the inside and outside. As someone who had seen the hotel three years ago, I could not believe the difference. Over the past few months, as part of the pre-development budget, they have spent thousands getting the Eola in satisfactory condition,” he said. Gibson said his inspiration for making the Eola project a reality comes from Gary Rhoads, mayor of Flowood. “He single handedly took charge of the development of a new hotel in Flowood called the Sheraton. He told me if I sit back and wait for everybody else to do it, it’s not going to get done. As mayor, you’ve got to wear them out,” he said. “I am very likely saying more than a typical development team would want, but it is my opinion and that of our aldermen that the people of Natchez have a right to know. We have people downtown who have invested thousands and thousands of dollars only to have a seven-story vacant building towering over them and all have a right to know when it is going to get done.”

Bringing Chicago to Madison. Foxtail will be ready to roll soon

The Foxtail's extensive dinner menu draws inspiration from Middle Eastern cuisine and offers dishes made with fresh, locally sourced ingredients. Diners can start with the zaatar-dusted flatbread and follow that with a sage-spiced lamb shank agnolotti or Moroccan tagine or choose seared tuna tataki or oysters from The Foxtail's raw menu.
Maya Nahouli, who will be executive chef/partner/owner for Foxtail Madison, opened her first-ever restaurant in Madison and is now coming back with Foxtail.
"I don't want to put an exact time frame on it because of all of the crazy things that can still happen with construction, but I do expect we will open in the fall and be ready for everyone to come out and enjoy," said Nahouli, who just helped oversee the opening of the second Foxtail in the Chicago area. "We are working on the inside design right now as well as all of the electric and plumbing being installed. It's just a process. We are getting there. That is for sure."

The Foxtail, with its now two locations locations just outside of Chicago, is owned by Tim Canning and Todd Davies.

Nahouli grew up in Lebanon on the Mediterranean and has worked all around the world from Italy to Turkey, Lebanon, Romania and Bulgaria. Her first restaurant was Mezza, which was located at 1896 Main Street in Madison.

She also ran her own food truck called Shawarma On The Go. Most recently, she was the Executive Chef at Bar Siena in Chicago. As a native of the Mediterranean, Nahouli has a love of all things seafood and enjoys food the way that she had when she was a kid.
Nahouli said a lot of people want to blame supply chane and COVID-19, but the fact of the matter is building this restaurant is just taking an extended period of time.

"We want this to be exactly right," Nahouli said. "Yes, we have had some issues with COVID and things like that, but I am sure our contractors are frustrated because we want everything to be exactly right."

The Madison Foxtail will utilize both floors with outside seating.

“It will be an open concept. So, it you are upstairs, you can see downstairs,” Nahouli said. “There will be water mists for the warm weather and heaters for the cold weather.”

There will be two bars and an area for live music.

The new buildings of phase 1 will have an office, retail and dining. There will be a 10,000 square-foot building and a 6,000 square-foot building connected in the middle by an elevator tower.

The larger building will be home to The Foxtail.

The second building will be a mix of professional office and retail space.

Groundbreaking ceremony held for Phase 2 of U.S. 82 Bypass

GREENVILLE - A major milestone for a long-awaited project today as local, state and federal officials poured into Washington County to mark significant progress on the Greenville Bypass.

A project nearly 17 years in the making before construction resumed in 2022, could now be complete by the fall of 2025.

Monday’s groundbreaking ceremony for phase 2 of the U.S. Highway 82 bypass project marked a major moment for infrastructure in the Mississippi Delta.

As Central District transportation commissioner Willie Simmons points out, it’s due in large part to the power of teamwork.

“It's been great collaboration, togetherness and working together, starting with the congressman who I made the first phone call to when we had an opportunity to apply for the grant and he was very supportive,” the commissioner told the Delta News.
That support led to a series of grants amounting to $142 million dollars for the first phase of the project which Congressman Bennie Thompson (D-MS) says was easy to support with all of the building blocks in place.

“And as you know, communities grow and prosper when you have good modes of transportation,” Thompson pointed out.

“That means that this community is going to be in a position to grow economically. It's going to have better and safer traffic coming around it with all of the 18 wheelers and the additional traffic. But it also in the future attracts industry and more things come into the port city of Greenville,” highlighted Simmons.

Phase 2 of the bypass which runs from State Route 1 to the Mississippi River Bridge will stabilize the path so paving can begin for the final seven miles of the project.

Thompson added, “This is the last mode of transportation that Greenville really needs to take off. So, I’m excited about it.”

That excitement is shared by state legislators, members of the Washington County Board of Supervisors, Greenville City Council and many more as they believe the U.S. Highway 82 bypass project will contribute mightily to the overall growth of the Mississippi Delta.

Natchez-Adams County Airport earns $800,000 grant for new hangar construction

NATCHEZ — The Mississippi Transportation Commission, through the Mississippi Department of Transportation, approved the awarding of $30 million in grants to regional and municipal airports, ports, and railroads in Mississippi. Natchez-Adams County Airport’s Hardy Anders Field is receiving $797,392 to construct a 10-unit hangar. Richard Nelson, airport director, said the grant funding will help meet a serious need at the airport, where hangar space is limited. Nelson updated the Adams County Board of Supervisors Monday about work at the airport. He told the supervisors that the airport commission plans to provide any matching funds needed for the hangar grant

“The construction the airport is doing right now on taxiway lights should be complete before May 10,” Nelson said. “That will finish the FAA construction projects that we have at the time, except for the one that is ongoing on the runway project.” He said the airport “just went through a surveillance inspection and according to the FAA inspector, we will have a letter in writing before the 18th of this month, saying that they are clearing us of all LOIs or letters of investigations on the airport, which pretty much eliminates all of the concerns the FAA had. Nelson thanks Supervisors Ricky Gray and Angela Hutchins for the work they did on a recent trip to Washington, D.C., to help secure grant funds for the airport.

“The airport is getting busier and busier and we are moving forward,” he said. Supervisor Angela Hutchins inquired about whether any progress has been made toward securing commercial air service for the county airport. Nelson said he will be in St. George, Utah, meeting with representatives of Sky West Airlines, which is a potential commercial air service provider for the Natchez-Adams County Airport.

“The new airline consultant has completely changed directions. I am still in touch with Southern Airways. Sky West is trying to partner with United to do flights from here to Houston instead of Dallas. The reason why Houston is a possible fit is because they have a smaller jet service than Dallas does at the moment. So, it is still moving in the right direction. We are going to push that through,” Nelson said.

Senatobia Sports Park Renamed BankFirst Yards

Visitors of Senatobia Sports Park have probably noticed significant changes in addition to the turf which was installed on all nine baseball and softball infields last fall.

The City of Senatobia has entered into an agreement with BankFirst to rename the park “BankFirst Yards Sportsplex”. As part of the negotiation, BankFirst is spending $100,000 on new signage for the park complete with its branding and logos. The company will also present the city with $220,000 over the next 10 years for exclusive naming rights.

The $5 million sports park, which officially opened in March 2018 and has received numerous upgrades since, features four soccer fields, two football fields, two scenic walking tracks and a disc golf course. In addition to state-of-the-art sporting facilities, the park also has multiple concessions areas and a playground at Sycamore Park.

Doug McClure, Community Bank President at BankFirst, highlighted the bank’s commitment to the area.

Booth’s Barbeque offers new menu, same backyard fun

The restaurant closed temporarily in November. In January, owners Nickle Smith and Patrick Ellis brought in Texas pit master Josh Booth, who purchased the restaurant concept. Booth changed the design of the restaurant from a traditional sit-down, server style to more of an order at the counter, deli-style, with customers ordering their favorite barbeque by the pound – from ribs, to brisket to pulled pork – and then choosing sides and/or dessert cobblers.

Booth grew up in Batesville and attended the University of Mississippi. After graduating, he moved to Texas to start his culinary career. There he worked as an executive chef at several restaurants. About 14 years ago, he “found barbeque.” “I kind of fell in love with it,” Booth said. “I wanted to open my own place so I figured I’d bring it back to Mississippi.” All of the meat is cooked in the smokehouse next to the restaurant. Booth said some of the recipes he brought with him to Booth’s Barbeque are ones he has worked on perfecting for 20 years.

Work on Hillcrest set to start today in Laurel

The much-awaited work on Hillcrest Drive is expected to begin this morning (Tuesday) and could be finished by the end of the week.

That was the report John Lewis of Clark Engineers gave the Jones County Board of Supervisors at Monday morning’s meeting, drawing praise from all of the officials gathered in the boardroom. Traffic will be slowed and/or rerouted while the work is going on.

Dunn Roadbuilders submitted the low bid — $1,526,030.84 — to repave the rutted-up roadway that city and county officials have been working to try to get improved for six years or so.

Hillcrest is now a Mississippi Department of Transportation State Aid road. It is home to big businesses and residences, and the county bus barn is there along with the county vo-tech center. It also serves as a cut-through for some of the community’s biggest industries, so there is plenty of big-truck and bus traffic on it.
After it was designated as a State Aid Road in February 2023, the funds to cover the cost of repaving were gone, so that left officials scrambling to apply for grants or other means to pay for the project. They resubmitted a request this January and it was approved. The paving will stretch from Emmy Drive — right at Highway 84 West in the Laurel city limits — to Sanderson Drive — just before the road ends at 7th Street.

A new restaurant/sports bar could soon be coming to Banner Hall. See details.

JACKSON, Miss. (WLBT) - Jackson city leaders have cleared the way for a new restaurant/sports bar to come to Banner Hall but are holding off for the time being on allowing a new liquor store to take up shop there.

On Monday, the Jackson City Council approved a use permit for Rex’s Good Time, a new restaurant that will take up about a third of the space left open after the Bridal Path moved out of the facility months ago.

The council, meanwhile, voted down a use permit for a liquor store planned for the location after Ward One Councilman Ashby Foote said he wanted more time to speak with existing Banner Hall business owners and the nearby St. Richard’s Catholic Church.

He was also concerned that the petitioners didn’t reach out to him to schedule a meeting before the item came to the council for consideration.

“I wasn’t aware of this until I got to the meeting today,” he said. “I’m just going to say I’m pretty easy to get a hold of because I’m usually at Broad Street every Thursday morning.”

Rex’s Good Time is one of three projects planned for a nearly 4,400-square-foot space. Additional plans include a high-end package store and a small events venue.

“We had a hard time finding tenants for that particular space. It’s 4,732 square feet, with zero windows other than the very front. So, it was perfect for storage of wedding gowns and things of that nature, but it’s not great for visibility and it’s not great for natural light,” said Doug Price, a commercial real estate broker tasked with filling the space.

“So, our plan... was to split that large space into three. And we have three local business owners [who are] very interested in that.”

According to Price, plans are to set aside a little less than 1,100 square feet for the liquor store, which would be located immediately to the left when people enter Banner Hall’s main atrium. Next to that would be Rex’s Good Time, which would take up about 1,400 square feet of space.

On the other side of that would be a small events venue, 601 Sings. The council approved a use permit for that establishment back in March.

Council members raised several questions about the new restaurant/sports bar, including what type of food it would serve, what hours it would be open, and whether additional security would be provided.

Price said Rex’s will serve pizza, salads, and bar foods, and will be open Tuesday through Sunday to at least 10 p.m., and later for big games. He said Banner Hall already spends six figures a year on security and will likely have to spend more once the new establishment opens.

Ward Five Councilman Vernon Hartley was concerned that the use permit would be approved for a restaurant, but the city would get another seedy establishment instead.

“I had a similar issue before my ward that was put out as a restaurant, and now I’ve got biker gangs, I’ve got everything... I get a text every single time the place is open with all kinds of stuff,” he said.

The council approved the measure after a pretty lengthy discussion. Members held off on approving plans for the liquor store, with Ward 3 Councilman Kenneth Stokes saying the council should be careful about what goes in Banner Hall.

“That part of I-55 is under attack from the homeless and it’s spreading, and the wrong thing in Banner Hall will close Banner Hall. If Banner Hall closes, it’s going to be a domino effect,” he said. “That’s why I’m concerned about what’s going in there.”

Stokes said he would rather see an “upscale eatery,” that could compete with Char, rather than a sports bar.

“People just don’t like to have places where people get drunk near churches and schools, around children,” he said. “I know it’s a use permit, and with a use permit, they have to bring it every year. But what’s going to be the overall consequences before it comes back to the council to be reexamined?”

Price said he had spoken to officials at St. Richard Catholic Church, and they have withdrawn their opposition to the projects. Ward 7 Councilwoman Virgi Lindsay said she also would have been told. “I have a feeling that if our priest did not like it then, I would know it. And I have not gotten a single phone call,” she said. “So, I feel pretty good about it.”

“First 14 projects that are identified will be cleared and be underway. There’s a master plan being worked on right now that will prioritize the remaining areas that need to be replaced. Once the master plans are in place, they’ll have a five, 10 and a 15 year plan that will lay out all of the work to be done. The funding that’s in place will take care of a significant amount of that, but there’ll be quite a bit of work that’s done on the hills of this that will work primarily off of the revenue sources JXN Water creates through its billing system,” said Charles Smith, a construction manager with Stantec Senior.

MDOT making major repairs to Highway 468 in Rankin County

RANKIN COUNTY, Miss. (WLBT) - A stretch of Highway 468 that runs through Pearl and Flowood is getting a major makeover in MDOT’s latest improvement project.

“It’ll really smooth out that road and make it safer and more efficient for a lot of commuters in the mornings and afternoons, as well as all local traffic,” said Michael Flood, MDOT’s Public Information Officer.

Flood says the project is worth nearly $3 million, and covers 2.5 miles of the highway, from Highway-80 in Pearl, down to Second Street in Flowood.

Monday night, contractor crews with APAC-Mississippi Inc., as well as MDOT crews, were seen working on the both sides of the highway.

Flood says two areas of each right-hand lane were removed and replaced with fresh pavement, but the project goes much further than pavement efforts.

All of the following points are included in the State Route 468 Overlay and Mill Project:

Repairing failed areas
Trench widening of existing asphalt
Upgrading any deficient guardrails
Replacing deficient signs
Upgrading traffic signal detection to radar
“You won’t be sitting at a timed light waiting anymore,” he said. “That will [become] radar detection signals. Upgrading deficient signage that’s in the area, so, a lot more newer and sleeker looking signage that will be more visible to motorists.”

For many of you, Highway 468 is an alternative to taking Lakeland Drive in Flowood. Each highway offers accessibility to Hinds and Rankin Counties, as well as both I-20 and I-55 corridors.

While Flood says MDOT is planning to do most of this project’s construction during nighttime hours to avoid traffic delays, you may see an uptick in traffic on Lakeland Drive.

“Lakeland will probably experience an uptick in traffic as we, you know, like any road, like if we shutdown an interstate, then all those local roads are going to see an uptick in traffic,” he said.

Flood says crews will be back on scene Saturday, April 20, to begin the process of expanding the shoulders on each side of the highway.
The project is expected to be completed sometime this summer.

Major new furniture store moving into Renaissance. Get the details

Long-time Jackson area furniture store Interior Spaces is opening in a new location this week.

It will be opening in 18,000 square feet of prime space in what was formerly Ethan Allen Furniture Store in Renaissance in Ridgeland. The opening is slated for April 19.

"This is a great new tenant and needed category for our merchandise mix and perfect complementary tenant for Renaissance retailers and restaurants," Mattiace Properties CEO Andrew Mattiace said.

Interior Spaces owner Rachel Ravenstein said this is fourth time she has moved this business over the years. It started at Maywood Mart in Jackson, then moved to DeVille Plaza in Jackson and then to Lakeland Drive before moving to Madison in the same building as Juniker Jewelry, owned by her husband, John.

Moving into Renaissance was almost the luck of the draw, however, as she is now consolidating the Madison location and the Lakeland location.

"(The Renaissance location) is just a beautiful, beautiful store," Rachel Ravenstein said. "It was really built to be a furniture store and laid out in that way."

While combining the Lakeland location with the Madison location, she said she is keeping the Lakeland location open and rebranded as Metropolitan Antiques and Interiors.

"We will only be closed there for a couple of days and we will have a grand opening for it later in May," Ravenstein said. "We will be going back to having dealers in it that rent spaces, and we sell their merchandise. It will be more focused on antiques and stuff for the home."

Everything started coming together when someone approached her and her husband about renting out the space in Madison beside the jewelry story, which necessitated Ravenstein to ponder a new place for the furniture store.

"Finally, in October I drove to Renaissance and sat in the parking lot and looked at the old Ethan Allen store," she said. "I texted and asked about the size of the store. I went and looked inside at the end of October and signed the lease in December."

Ravenstein said Interior Spaces will sell Sherrill furniture, Century, Hancock and More, Norwalk, Rowe and many more.

"The showroom and everything we will have is truly going to be fabulous," Ravenstein said. "I have two merchandisers who have done nothing for the last month except setting up that showroom. We are going to be furniture and design. I know I am biased, but I think it is going to be the prettiest furniture store I have ever been to in my life."
She said she is spending a lot of time training staff and getting everyone ready for the grand opening.

"We are going to go above and beyond what a regular furniture store offers as far as service is concerned," Ravenstein said. "We will do a lot of custom design work and custom orders. I want everyone who shops with us to have an experience they cannot get anywhere else."

Ironically, the business that came to Ravenstein wanting the space in the Madison store eventually decided against the deal and they are looking for a tenant, which she says is OK.

"It just shows this really was meant to be," Ravenstein said. "It's what started the ball rolling, but end the end, it didn't work out for them to do it. But if that had not happened, none of this would be happening now. I do feel like things happen for a reason. This just happened the way it happened."

Rundown Jackson hotel generates continued complaints

Angie Williams, who lives in Jackson, said she and her husband are concerned about the impression Hotel O gives to people when they drive by it.

“I just don’t want it to be, you know, have a black eye. I know if I were driving through a city that I’m not familiar with, and I saw something like this, I would automatically have a bad impression,” said Williams.

Melissa Faith Payne, communications director for the City of Jackson, said the ideal goal is to demolish the hotel.

“You can’t just walk into a facility and tear it down just because it’s an eyesore. There’s red tape that has to go. You have to go through that red tape,” Payne explained.

Hotel O is located on I-55 South and has been in litigation for a couple of years. Payne said it’s a process when working to tear down a hotel.

“You have to find who the owner is. Then once you find out who the owner is, you have to find out where the owner is. Then you have to reach out to the owner to pass out these when there are code violations,” she said.

The owner of the hotel is Noah Muthana, who the city has been battling in court.

Williams said she’s concerned about the hotel and understands this has been a battle for quite sometime.

Payne said Jackson’s Code Enforcement Office has been working on this particular project.

“It’s currently in litigation right now, so it’s in the courts, and it’s just a matter of the owner stepping forward,” she said.

Payne said it takes a lot of paperwork to track down the owner and get the owner to comply with the court.

Once jewel of downtown, this Jackson building has new owners and hopes to get back on track

Law firms flocked to the location at Jackson Place as a testament to the confidence attorneys had in downtown Jackson.

Now, 16 years later, the building has new ownership and a new management team hoping to improve its 30% occupancy rate. The 192,000-square-foot, nine-story Class A office tower was previously owned by Hertz Investment Group. The lenders working with Hertz have now assumed ownership.

New Orleans-based Corporate Realty, Inc., is now representing the building for leasing its vacancies. Corporate Realty declined to name the new owners, and the new owners have yet to show up on the tax rolls. Corporate Realty is working with CBRE for leasing.

"We were contacted no that long ago about helping to manage and lease this location," said Michael J. Siegel, President of Corporate Realty. "We are now getting our hands around the physical asset and the market. We will have a strategy at some point in time in the not too distant future. I would like to to think we are pretty good at what we do, but it's not like we are going to walk into Jackson and have it all figured out when there are a lot of people working in Jackson that having been trying to work on downtown their entire lives. There's no silver bullet."
Built in 2008 with $50 million of Go Zone funding from Hurricane Katrina, The Pinnacle is located on the corner of East Capitol and North Lamar streets on what was once-vacant swath of grass formerly used for the now-defunct Jubilee Jam.

Jones Walker law firm, Brunini law firm, Burr Foreman law firm, Godwin Group, BKD Accounting Group, Sen. Cindy Hyde-Smith, Trustmark National Bank and the Pileum Corp., all once occupied the building. Most are now gone to places to new locations with reputations that don't include water issues and a vanishing business base.

The Pinnacle Building is located at 190 E. Capitol Street. It is a 192,000-sf, nine-story office tower on 1.8 acres at the corner of Capitol and Lamar streets.
It is still a premier location for business, and the central location is in the heart of the Downtown Jackson Business Improvement District. The building features a fitness center, a parking garage, and expansive views of the city. The Pinnacle connects to a 1,700-space parking garage through a climate-controlled walkway.

The 30% occupancy rate for commercial real estate would seem to be the norm for most of the Downtown Business District. The 342,325 square-foot, 22-story Regions building has had falling occupancy numbers for many years and is likely less than 50%, while the former 303-room, 15-story Marriott Hotel has been empty since 2021. However, there are no updated occupancy figures as numbers from Downtown Jackson Partners' website are from 2018 and state that of the 2.5 million square feet available in the business district, 78% is occupied.

As for residential real estate, DJP's 2018 numbers says there are 246 total units, of which 94% are occupied. That, too, is likely incorrect as many residential units have been added since then, specifically in Capital Towers and the Lamar Life building where nearly 100 residential units have been added in the last couple of years.

"Everything is not negative," Siegel said. "I still think there is opportunity in Downtown Jackson. We are coming here with a fresh set of eyes where others maybe can't see the forest for the trees. We aren't naive to the issues, but we also come in with some bit of optimism and a positive view of the world. We are going to make the best of the hand that we are collectively dealt."

Siegel said that despite the issues of Downtown Jackson, there is a good starting point with the building.

"I mean, seriously, this is a top-of-the-market Class A asset," he said. "I would definitely rather be starting with a location like this rather than some run-of-the mill commodity that anybody can duplicate anywhere. It's a good starting point. We obviously knew all about Jackson and market before we ever signed on for this, and we are coming up with a strategy that we can execute. We will be thoughtful in this process. So, it will take a couple of months."

Really hope the developers of the land near the convention center can find luxury hotel brand to be anchor hotel for Jackson Convention Complex. It’s time we bring big time convention to our city to experience our culture. We need a vibrant downtown to make sure our local businesses continues to thrive. I’m hopeful it will happen in near future. Jackson can compete with other cities for big time conventions like Church of God in Christ’s Holy Convocation or other big time conferences.

Two historic downtown Jackson buildings are to be torn down

JACKSON, Miss. (WLBT) - Two historic downtown Jackson buildings will soon be torn down, following votes by the Mississippi Department of Archives and History Board of Trustees.

At its regular quarterly meeting on Friday, the board voted unanimously to demolish the former Eudora Welty Library and the building that used to house the First Christian Church.

The former library is being razed to create Crigler Park, a green space to accompany the Two Mississippi Museums, located in the 300 block of North State Street.

The former church will likely be used for parking, says MDAH Executive Director Katie Blount, who told the board that the decision to tear down the Mississippi Landmark is “a really hard one.”

“It has long been empty and there have been a lot of security problems there, and the building is in such bad shape that it is a public safety issue,” she said.

The Gothic Revival structure is located at the corner of North State Street and High Street and has been abandoned for years.

In 2020, WLBT reported that the facility had been purchased by Fifth Avenue Missionary Baptist Church, which wanted to build a homeless shelter there. However, those plans never materialized.

“The Department of Finance and Administration has been very concerned about the situation, given the proximity of that building to the Capitol, and began discussions with us about what could happen there,” she said. “They were interested in purchasing the building so that it would no longer sit there and decline.”

Blount said DFA Executive Director Liz Welch had hoped to save the building, pointing to Welch’s involvement in other work she’s done at the State Capitol and Governor’s Mansion. However, a structural evaluation showed that it would cost as much as $20 million just to stabilize it.

“When we had our initial conversations about it, she basically said, ‘If the building can be saved, they would put money into it, maybe use it for a visitor center,’” Blount said. “I think now they will use it as parking.”

A copy of the building assessment was provided to board members. Among concerns, there is a major hole in the building’s roof. There’s also a major hole in First Christian’s former sanctuary.

“The building would have to be taken apart and reconstructed with new materials in order to be saved,” she said. “So, the Department of Finance and Administration has come to us for a demolition permit.”

As for Welty, the Jackson City Council transferred control of the facility to Archives and History back in December. The Jackson/Hinds Library System vacated the former Sears department store facility in February, announcing that books and other materials were being stored at the Jackson Medical Mall.

Blount said Jackson/Hinds is now working on a proposal to move back into the old Municipal Library, which is now owned by the Mississippi Baptists.

“Where it stands right now, the library board, the Jackson/Hinds Library Board, is preparing a proposal for how that building could be used to take to the owner. And if the owner chooses not to sell the building... we will encourage the library system to look at some other historic buildings downtown, which might or might not have direct connections to the Civil Rights Movement,” she said. “But regardless, if they meet the qualifications for a CHPG grant, we would be very interested in supporting that.”

CHPG is the Community Heritage Preservation Grant Program. According to the MDAH website, the program offers “incredible opportunities to preserve historic properties, tell their broader stories, and attract new visitors.”

The former Municipal Library, meanwhile, was the site of a read-in staged by the Tougaloo Nine during the Civil Rights Movement.

Welty was constructed in the 1940s to house a Sears Department Store. Decades later, the two-story facility was repurposed to house Jackson’s Municipal Library, which opened up there in 1986.

In recent years, the building, like many library buildings in Jackson, has fallen into disrepair. The recent city council resolution transferring the facility to the state cites a leaky roof, broken water pipes, deteriorating brick, masonry, ceiling tile, and flooring, and a lack of an operational elevator.

It will be replaced by Crigler Park, which Blount believes will give museumgoers a chance to reflect after visiting both the Mississippi History and the Mississippi Civil Rights Museums.

“When you walk out of the museums now, you’ve been through a very intense experience, and you see a building that has seen better days,” she said. “Our plan has been to take down the building and develop a public park there that will be open to the public. It will be available for rentals for public events. We will use it for our events. The city will use it for city events... It will clear a sight line between the two museums and the rest of downtown.”

Peyton Smith, chair of the Jackson/Hinds Library Board, did not immediately respond to requests for comment, nor did officials of the Mississippi Baptist Convention Board.

Rafferty's Restaurant please consider opening in Downtown Jackson


If this finds you Mr. Tim Beltz, Mr. Joe Wathen, and Mr. Scott Lindsey, please consider opening a restaurant in Downtown Jackson. Your food is amazing, and I know our community would regularly patronize your establishment as the food is just that good. Please give our community a chance as we don't have many food options downtown or a nightlife for that matter. But we are hopefully that one day that will change. I hope my plea makes it to you as I have no way of personally making this plea. For those who are unfamiliar with Rafferty's Restaurant here are some of my favorite dishes from them






If you're in one of the many locations across the South, check them out. But yeah, hopefully my plea comes true as we need more restaurant options downtown. Downtown Jackson has many undeveloped lands that will be perfect spot for your restaurant and any location would be prime spot for business to thrive.

Board changes mind, approves new convenience store on Pinehaven

After giving the go-ahead to a new mixed-use development in north Clinton but refusing to approve the convenience store that was part of the first phase, Clinton’s Board of Aldermen reversed course two weeks later, granting a conditional use permit to Arrow Post, the store to be built at the Pinehaven Drive entrance to CityPointe Centre.

With Ward 2 Alderman Jim Martin absent, the Board voted 4-2 in favor of the store at its March 19 meeting. The previous vote on March 5 had been 4-3 to deny the permit, with Martin, Ward 5 Alderwoman Beverly Oliver, Ward 6 Alderman James Lott and Alderwoman at Large Ricki Garrett voting “no.”

After Lott asked for the item to be brought back before the Board for consideration at the March 19 meeting, he made the motion to approve the conditional use and switched his vote, with Oliver and Garrett voicing the only opposition at the meeting.

Lott says there’s still some concern that the convenience store could wind up being the only business that’s built at CityPointe Centre, but he believes the road leading into the development from Pinehaven that’s also being constructed in the first phase will open the door for other commercial opportunities.

“Even if it just ends up being the convenience store for a month, a couple of months, a year—we have the infrastructure to build something there,” Lott says. “I think it’s going to beautify the area just a little bit more, which makes it more attractive for anybody to come in, whether it’s a restaurant or some kind of retail sales.”

Oliver told her colleagues that she’s gotten “multiple calls” from people who don’t want another convenience store in that area, “when we have four [within] 1.2 miles.” She says she also believes the amount of revenue the store will bring in is being overstated. But Mayor Phil Fisher says he stands behind the $1.5 million per month sales estimate which the company building the store provided.

Garrett said a convenience store is “not an appropriate anchor store” for the development.

CityPointe Centre development agent John Coughlin says Garrett’s characterization of Arrow Post is incorrect.

“It is not an anchor,” Coughlin says. “It’s an integral part of the development. It is part of phase one, which kicks it off and lets people know that this is coming. The anchor I’m looking for is a grocery store [and] the retail buildings that will house almost 72,000 square feet of retail space.”

Regarding concerns that the convenience store might be CityPointe Centre’s only tenant, Coughlin says that “doesn’t make business sense.”

“We’ve got some of the most valuable land sitting in [what is becoming] the middle of Clinton,” he notes. “For the landowners, for the future people that are involved, the developers, the investors – it makes zero sense to say we stop [building] at the convenience store, because it totally wastes fourteen acres of prime land if we stop now.”

Singh Investments, which is building Arrow Post, says they will break ground on the project soon.

“We’re going to go ahead and start cleaning up the land and trees,” says Lucky Singh. “It’ll be ready, hopefully, next year by this time.”

Singh says the store will offer homestyle meals, including breakfast and lunch plates Monday through Friday, with a “good sized” seating area. The fuel station will be able to handle twelve vehicles at the same time, including pumps dispensing gas, diesel, non-ethanol fuel and non-ethanol premium fuel for older cars. He also says there will be something unique to Arrow Post—it will provide charging stations for electric vehicles.

Arrow Drive lighting project gets more money

The National Park Service must approve the installation of lights that will be in their right of way underneath the Natchez Trace.

The project to light the walking path on Arrow Drive has begun, with installation evident from the western side of the Clinton High School campus to Pinehaven.

As work continues to install the first phase of bollard lights along the Arrow Drive multi-use pathway, Clinton has received MDOT funding to complete the project.

“We got a $640,000 grant to continue those lights,” says Mayor Phil Fisher. The City will contribute $180,000 to extend the lights from the western side of Clinton High School to Traceway Park. But approval is needed from the National Park Service to install lights on the Natchez Trace right of way.

“You’ve got to be realistic,” Fisher says. “Underneath the [Trace] bridge, it’s mighty dark; so, it becomes a safety issue. I need to take whatever steps are needed to make sure people can walk at night under the bridge and not be fearful.”

A Meridian company is already being paid more than $317,000 to install the first seventy lights along the path from Pinehaven Drive to the high school. That work has resumed after being delayed by some utility issues.

The initial phase was paid for with money left over from $1 million in legislative funding, which also covered the cost of repaving Northside Drive.

The MDOT grant will pay for one hundred forty additional lights—which are three and a half to four feet high – to be spaced thirty-seven feet apart.

“Under the Bridge” project moves ahead

Work is expected to get underway soon to transform an Olde Towne eyesore into a vibrant addition to Lions Club Park in Clinton. The Board of Aldermen, at its February 20 meeting, approved a $138,750 contract with Hemphill Construction Company, Inc. for infrastructure improvements in the area known as “Under the Bridge,” a narrow strip of land adjacent to East Leake Street between the park and the Olde Towne Depot.

The City had set aside $125,000 for the work and will tap into the Parks and Recreation budget for the extra money.

“Essentially, what they’re going to be doing is leveling up directly underneath the [Clinton Parkway] bridge, constructing a small retaining wall, some drainage improvements and some sidewalks,” says Consulting City Engineer Bill Owen. “I would anticipate [that], by the end of March, we should start seeing stuff done out there.”

The work is needed before the City can add amenities to complete the project.

Main Street Clinton Director Tara Lytal says the concept is to create an extension of the park that would give young adults a place to hang out.

Main Street received a $125,000 state grant for the structures to be installed, although the details are still being worked out.

“No final decisions have been made,” Lytal says.
Mayor Phil Fisher said in January that the City might seek some public involvement to fine tune that concept.

Busy year for economic development expected in Clinton

Clinton can expect new businesses and continuing work on a major project near Mississippi College as it eyes economic development in 2024. And it will also see the launch of a new regional concept known as Connect West, aimed at opening up more of western Hinds County to development.

Phil FisherMayor Phil Fisher says the membership of Connect West will be based on contributions and will operate with a decision-making committee, which will hire an economic development director to manage the group’s efforts.

“It’ll be taken completely out of the City’s hands,” Fisher says, so that the director can operate with more stability and isn’t subject to the four-year election cycles, which can create turnover.

The establishment of Connect West has been delayed as it awaited its designation as a 501(c) non-profit organization. The mayor says approval was received in late November, and those who pledged money to fund the group have been notified.


“There are various levels of participation,” Fisher notes. The top tier requires a $10,000 contribution. “There are other levels of membership, and more businesses and individuals are needed to give Clinton the best chance of continued growth, at a contribution level [with] which they are comfortable.”

Fisher says, once the money is collected, an economic development director can be brought on board.



The mayor expects much of the new development in the years to come to take place near the nineteen-mile-long pipeline that’s being built to carry treated wastewater from Clinton, Raymond and Bolton to the Big Black River, maintaining the future viability of Clinton’s sewage treatment system and enabling continued residential, commercial and industrial projects in the city.

“The idea is, wherever [a project] goes, it’s good for all of us, instead of everybody fighting over [it].” Fisher believes the pipeline will be “a huge economic magnet,” with companies locating along its route so their wastewater needs can be served by tying into the pipeline.

Western Hinds County is well positioned to attract continued economic development. It already has an interstate highway and a rail line passing through it and is close to the Port of Vicksburg.

Fisher says, with the wastewater pipeline being built, the only missing piece is connecting Norrell Road to John Bell Williams Airport in Raymond to add an aviation component. He believes it’s a package few communities will be able to offer.

“Nobody will be able to touch this area for the assets,” the mayor says.

Also in 2024, Clintonians can expect to see more visible signs that an upscale mixed-use development project is taking shape across Highway 80 from Mississippi College. Known informally as the 80/20 Project and also nicknamed “The Village at Mississippi College,” the focus now is on installing the infrastructure on the land, which is owned by MC and local developers. Streets will be built, water and sewer lines buried and drainage systems installed while work continues to finalize the list of future tenants including restaurants, retailers, a hotel and a grocery.

Elsewhere in the city, more commercial development is expected.

“We have three large businesses looking at Clinton,” Fisher says. “I am under a non-disclosure agreement, so I cannot reveal the names or types of businesses. We also have two restaurants developing their plans.”

Ward 3 Alderman Robert Chapman says he welcomes any sort of retail establishments that might be interested in locating in the city. And while he says bigger stores like Target “would be a great thing to have here,” he also wants to focus on smaller boutiques and restaurants “to maximize the uniqueness of Clinton.” Chapman says the regional concept of economic development “gives us a little more bang for our buck” and “allows us to have a broader reach” in attracting companies to the city.

Ward 1 Alderwoman Karen Godfrey says the 80/20 Project is the key to Clinton’s future economic development.

“That’s our best bet to be getting some good things coming here—retail, restaurants and the whole bit,” said Godfrey.

Alderman James Lott, who represents Ward 6, points out that the City hasn’t had an economic development director in over a year. Daniel Lang resigned to take a similar position in Flowood in September of 2022, and there’s been no rush to replace him, pending the formation of the Connect West organization.

“We’ve kind of put thoughts about economic development on the back burner,” Lott says. “I’m looking forward to a full-time person who can focus on that and bring things forward for us to vote on.”



Ward 2 Alderman Jim Martin says, “One of the things we’ve noticed over the years is that economic development follows economic development. So, when something new comes in, [other businesses] are saying, ‘I’d like to be a neighbor to that.’”

“For many years, we were really limited by not having space for anything new to come in, said Martin. “[But], with the development of Hampstead Boulevard, it opened up a lot of land and opportunity out there.”

Martin admits that area hasn’t developed as quickly as the City had hoped. He’s confident the 80/20 Project will be a “kickstarter” for economic growth in Clinton.

“We’re looking forward to seeing that fill up,” he says. “And I think when that starts taking off, then there’ll be some more interest in the Hampstead Boulevard property, as well.”

Alderwoman-at-Large Ricki Garrett says Clinton needs a “visionary plan” for its future growth.

“Economic developers want to be part of a clearly defined plan,” she says. “We have to be proactive, not reactive. Developers also want to work with an administration that is welcoming and easy to worth with,” suggesting that hasn’t always been the case in Clinton.

The mayor says he won’t respond to such general criticism without specific statements to back it up.

The Clinton Chamber of Commerce says it welcomed thirty-five new businesses in 2023 and hosted eighteen ribbon-cuttings. The Chamber currently counts 392 members, with small businesses making up the largest share.



“We have plans to keep growing our membership and hopefully implement some new ideas that will help our current members make use of their membership in promoting their businesses to [the] community,” Chamber Executive Director Anna Nutt says. “We know there is a lot of growth happening in Clinton and are excited about things like the 80/20 Project and how they will start to shape Clinton.”

Nutt is planning a recruitment effort in 2024 targeting businesses that are not Chamber members.

The new year will bring more construction in Clinton subdivisions, and Fisher says he is counting on the new economic development director to attract more homebuilders.

“There is a shortage of housing available for purchase,” the mayor says, noting that thirty-two rooftops were added through November of this year, following the construction of forty-seven homes in Clinton in 2022.
