Many people have been skeptical, and for a while - for a good reason. In the 90s this area, a brown field, has been cleaned up, and has becomeone big hole in the ground, a big mess with nothing going on. It was becoming a joke of Luzhkov's critics. The time was not yet ripe for this project to take off.

3.5 mln square meters of class A office space
There is a dire lack of class A office space in Moscow; and considering the City will be connected to to internatinal aiports by direct trains (30min to Sheremetjevo, 40 min to Domodedovo) this should be in great demand. Right now offices are scattered all over the city.
I am not an economist, but I can tell you that Russia in the middle of 90s and today are very different, particularly in Moscow.

Many heigts are not final, as they keep changing them even for U/C projects, like for the Naberezhnaja tower C shown above. It had been expected to be 252m when construction began, but now has been increased to 269 m.
