How do the legs hold the structure up, what materials are they made out of?

I actually I had to look up Perdido Regional Host.

The legs don't actually hold up the structure. It more like the that trans-atlantic tunnel between NYC and London portrayed in an episode of Extreme Engineering. It wants to float away but the guy cables pull down.
