I do think the population of the city would have stabilized much sooner with fewer freeways.
Some decline was inevitable, but I don't think the city would have experienced the never-ending slide that ended up occurring. Detroit still had just under 1 million residents as recently as 2000, so stabilizing at 1.2 - 1.3 million was really not out of the question. Detroit was also still in the top 10 cities by population in 2000, compared to #27 in 2020.
