The north wall of Bridges on the Park is mostly blank, but it also has a recessed portion running up the middle and there are windows in the recessed part of that building that face north.
I don't know if it's the case with this building, but in New York City many buildings can be 600 feet high with a whole wall with no windows. It happens when the lot next door has the zoning rights to build tall, thus blocking any windows on the first building. It may not happen for years or even decades, but it happens eventually.
