There was equipment on this site today - an excavator was demolishing some above ground large cylindrical concrete, and a skip loader was pulling apart a two-foot perimeter curb from around the site. All the concrete was being loaded into dump trucks for off-haul. There were also two concrete pump trucks on-site, but I couldn't tell what they were doing besides filling plastic kiddie swimming pools with occasional sludge.

I'm not sure it is necessarily a sign of imminent building construction, because from the renderings, the freeway off ramp will need to be significantly reconfigured beforehand.
