Construction costs were lower in 1900-1930, because of
a) cheap, non-union and non-mechanized, immigrant labor
b) shallow cut-and-cover construction (remove street, dig, lay tracks, rebuild street over the top)
c) less utilities under the streets
c) domestic building materials
